32 million euros from the EU? The government's empty-handed joy
Edi Rama and Ursula Von der Leyen

The modest success of being among the first to absorb EU Growth Plan funds, with only 32 million euros, is insignificant in the face of the needs and challenges...

We cannot feed our economy, we cannot increase economic growth, employment, or the income of individuals, families, and businesses.

We do not facilitate the reduction of poverty and inequality with around 650 million euros for the budget years 2024 and the first half of 2025, unspent and uninvested in the economy, and we rejoice, according to pro-government media, that "we are the first" in the Western Balkans to receive 32 million euros from the EU.

32 million euros is approximately 5% of the unspent amount.

In 2024, around 420 million euros were not spent and invested in the Albanian economy, which would serve to increase employment and income of individuals, families and businesses.

Even for the first six months of the year, non-spending and non-investment by public companies and budgetary entities have created a large gap.

Also, around 152 million euros from IPARD funds are blocked.

Meanwhile, Albania is rebuilding and developing its infrastructure mainly through PPPs (preferential public-private partnerships), which are schemes with heavier long-term costs if not co-financed proportionally with EU funds/grants.

The modest success of being among the first to absorb EU Growth Plan funds, with only 32 million euros, is insignificant in the face of the needs and challenges.

This figure is indicative of a lack of professional commitment, proof of incompetence and the worsening consequences of misgovernance.

These are clearly reflected in the failure to realize public spending and investments, as well as in the inability to absorb foreign grants, hindering productivity growth.
