On November 9, drowned by torrential rains, 334.5 thousand voters from the municipalities of Vlorë, Berat, Cërrik, Mat and Tepelë had the right to go to the polling stations to vote. But 5/10 of them (more precisely 51.5%) did not have the practical opportunity to vote, because they are abroad (for local elections they could not send their votes by mail).
The above figure is arrived at by cross-referencing the official CEC data with those of INSTAT. According to the CEC, 334,539 citizens were eligible to vote on November 9 in the five municipalities. Meanwhile, according to INSTAT, only 162,071 citizens of voting age reside in these municipalities (approximately 5/10).
Among the 162,000 voters residing in the five municipalities of November 9, almost 40% participated in the elections (less than 2/10 of the total voters on the lists). And three-quarters of the participants voted for socialist candidates (not counting a socialist candidate in the Municipality of Mat, who ran as an independent).
