
What is this system, who is the war for, what will the opposition demand in territorial reform?
The Democratic Party, but also opposition circles, do not want the territorial division into 61 municipalities that was decided in 2014. They consider this administrative division as an electoral mechanism that favors the Socialist Party. So why does the SP favor a division where the community within votes and elects its leaders, without having any connection to the behind-the-scenes things that politicians say?
Before the 61 municipalities, Albania was divided into a conglomerate of municipalities that responded to the united councils of the communist era, which were corrected in a system where the DP and its allies had a certain domain, a connection, a relationship in the territory. But still, the vote of the former municipalities with that of today's municipalities, if you add them together, do they have one thing in common, right? In fact, it is not so.
And here begins the political reality that has not been clear to us so far. The DP does not mourn the old system of communes, it hates the current system of municipalities, but it has an idea in mind that, perhaps wrong, but according to it, important, should be restored.

Of course, we are not talking about small municipalities like Kukës, Tropoja, the game is played in areas with a large population. So what is the opposition really "crying" about?
Specifically, the opposition is really mourning the loss of the municipality of Paskuqani in the Tirana region, which together with the municipality of Kamza has lost the potential power of a government that generates votes. Kamza and Paskuqani, before 2013, gave the Democratic Party four deputies, and today they give it three.
The DP thinks that if Paskuqani is a separate unit from Kamsa, it can get 2 more deputies, which could ensure a position or a tie or not much difference in the Tirana district in the parliamentary elections. Beyond Kamza, the other political source of the opposition is Kavaja, as the DP aims to maximize the city's votes by softening the socialist domain in the coastal area like Golemi, Luzi or even
The other card is the Durrës region, where in 2009 the DP overtook the PS, while in a strong situation a draw could result. The DP does not receive votes in the city of Durrës but has received votes in the marshes and in Rrashbull. The municipality that has administered the Rock of Kavaja, a pole of economic and political power.
The Rrashbullin has generally been owned by the DP or the LSI. Let's come to Gjiri i Lalzit, where the DP has aimed to take ours but has never succeeded. Ishmia has been a socialist bastion. However, in the general elections, both then and today, one MP emerged. But the DP's goal is Shijak with Sukthi, which today are two municipalities and the DP wants three.
Let's go to Elbasan, where the only card of victory is held by Lulzim Basha so far on 7/7/2009. Elbasan as a municipality is today totally socialist because it has the communes of the AKP root from Labinoti onwards. But Bradashesh, once a commune, was a political power of the right, which included the famous Fushembret of "right-wing intellectuals".
Then comes Belshi, with whom the DP has played time and again for in reality he is a "MusaUlqin Zone". However, the DP wants to use half of the pro electorate in Dumre with a part of Peqin. But with whom? Bishqemi is a pure socialist! Let's go further, Peqin has been an area historically underestimated and disrespected by the SP, but the raj has never really voted for the DP. Dash Sula's victory happened because of his ability and respect from the people. After Dash, the DP never wins in that area.
The others, i.e. Fier may have some interest, the north a little because the demographic aspect has also changed. This is more or less the desire of the DP. One more municipality in Durrës, one in Elbasan, one in Paskuqan and others and others. Which in fact they have not said…
