An academy without merit is simply a shadow of honor. And shadows do not have the right to write the history of knowledge in a country that deserves a real progress report for the year 2025...
On July 14, 2025, at the Academy of Sciences of the Republic of Albania, the “elections” for members of the Assembly of this institution were held. It is the second time that I have participated in this process and, again, I did not manage to break the surrounding wall of the Commanding Lodge. This time, the “copying” of the result by the Grand Master of Mathematics was carried out almost perfectly, except that he was wrong by 1%. Legally, no one won. Mathematics and the law did not allow it, but Maliqi, as always vigilant and ambitious, ordered and threatened the commissioners with his fierce voice and his stern gaze: give the result immediately! The precedent fell, the ASSH Statute was ignored, Article 6.2 of Law no. 53/2019, the fundamentals that dictate the calculation were ignored as if they did not exist, and the devilish mind sailed towards the irrelevant article 11, point 3 of the same law, which has nothing to do with the election of members, but with the election of the presidency.
This article is not just a complaint, which the court is dealing with. It is a story about the legal irresponsibility of people with academic power who have an insatiable thirst. However, I will tell about this below, but first of all, I want to say thank you: Deep gratitude to all those who voted for me, but also to those who did not do so, guided by their free judgment and personal conscience. My respect is equal for all of you, because the integrity of thought is more important than any name on the list. In fact, the exact number of the first and second, but also of those who accepted the illegal influence of the commander with a doctorate “in the making”, will probably never be known, unless justice decides, finally, to return to this land and the head of the executive uses his tags to immediately dismiss him, freeing the academic world from obstruction.
I must say that I was personally not at all surprised by the entire path followed in these four months. On the contrary, I expected it. The warning signs were clear, repeated and indisputable. The institution did not take any steps to guarantee a fair, honest, equal and transparent competition, as the law requires and as every researcher in this country deserves. The administration of the electoral process was carried out in violation of the constitution; there was no regulation, not even an ad hoc one for the process; the procedure for administering the vote of the Academicians Emeritus was not determined; a regulation of performance indicators was not compiled; the fulfillment of the criteria was ignored at every stage; a rival candidate was allowed who did not even meet the conditions for Associate Professor and was in conditions of incompatibility with the criteria and the function; The remote votes were mismanaged in the boss's office, in such a way that they resulted in 100% for the rival candidate (according to his own declaration at the official meeting on July 16, 2025). At every stage of the process, I addressed the institution officially, requesting correction, respect for the rules and clarification of the procedures. In response, I received only silence and that familiar, sad frown that appears on the face of the "all-powerful" when faced with the truth and decides not to respond, but to behave with arrogance, defiance and ignorance.
This arrogance is familiar to everyone, since the distant year of 1987, when he appeared on the scene of poor Albania: it is that ironic and sometimes neurasthenic mimicry of a ruler of a fiefdom given to laughter, who displays his uncontrolled power whenever he feels that someone dares to hold him accountable. That system, built with evil and arrogance, has become autonomous from the executive that seems to certify it with fear, and immune to justice that has left it free to use funds, projects, administration according to factions and nepotism, while offering academic freedom as a gift and privilege only to a few defined and licensed by the Invisible Lodge of Evil, which wanders between the University of the Sea of Azov and the House of the Block Guards.
It is that sight that does not speak, but says everything: "We are here. You are not and will never be." An autonomous "academic" regime, which no longer fears the law, nor merit, nor shame, nor the Albanian Supreme Audit Office, nor the Albanian Anti-Corruption Commission.
Throughout these weeks, the Academy Statute was treated as an optional handbook. The entire process took place in a space free for abuse, but closed to meritocracy and competition based on scientific work and publications.
Institucioni dështoi të garantojë zbatimin e parimeve të mosdiskriminimit dhe shmangies së konfliktit të interesit, ashtu siç përcaktohet në legjislacionin e Republikës së Shqipërisë, për të cilin i Madhi thotë haptas se nuk e llogaris aspak, mbasi “kam ligjet e mia unë”!! Këto nuk janë vetëm perceptime personale, janë gjetje të dokumentuara edhe nga raporti i auditimit të përformancës së Kontrollit të Lartë të Shtetit (shkurt 2025), në çdo aspekt procedural të këtij institucioni. Në datat 7 dhe 8 korrik, një pjesë e akademikëve, veçanërisht ata të lidhur me projekte milionëshe, u thirrën individualisht në zyrën e Kryetarit për të marrë “udhëzimin final” (ushtrim i ndikimit të paligjshëm): “ardhjen me patjetër dhe me mend në krye në votim”! Mund të mos plotësosh as kushtet minimale për titullin “Profesor i Asociuar”, por kur kalon provën e përuljes së plotë para “Padrinos”, rruga drejt anëtarësimit të plotë në Akademi bëhet e lirë. Garanti të siguron gjithshka, votat në sallë, por mbi të gjitha Votat që mbledh me korrier.
Kulmi i absurditetit dhe i paligjshmërisë pra, ishte mënyra si u krye vetë akti i votimit. A keni dëgjuar ndonjëherë për “votim me shofer”? Jo me postë, kartelë shoqërimi me zarf të vulosur dhe firmosur. Jo në platformë elektronike. Por me shofer. Një punonjës i institucionit, pa faj personal, i urdhëruar nga lart, u detyrua të shkonte në shtëpitë e disa akademikëve Emeritus dhe të të tjerëve për të marrë votat. I gjithë operacioni drejtohej nga Paradhoma e Kryetarit, që udhëzonte për gjithshka. Fletët ktheheshin në paradhomën e Kryetarit, madje dy javë para ditës zyrtare të votimit. Në zyrën e Kryetarit gjendeshin tashmë 17 fletë votimi të mbledhura në mënyrë të paligjshme, kundër meje. Dje, me datën 16 korrik 2025 isha në një takim verifikues në zyrën e Kryetarit së bashku me 3 akademikë të tjerë. Kreu i punëve më deklaroi që “ndër 31 votues në sallë të marrësh 16 vota pro, kundër 15 të rivalit, ndërkohë që nga 17 fletë votimi të sjella nga Zyra Ovale ti nuk ke marrë asnjë. Pyetja ishte si e dinte ai këtë kur çdo gjë ishte paraqitur zyrtarisht e fshehte?! Po, ndodh kur kontrollin e një procedure dhe pilotimin e të perulurve, e kryen një njëri i fortë që i qendron si hije e dredhisë brenda jetës akadmeike të Shqipërisë. Përpjekja ime kishte qenë e kotë, pas kryerjes së fakteve. Më i shkathti, më i shpejti. Ky është sistemi akademik që mbahet me paratë e buxhetit të shtetit.
Kjo procedurë, jashtë çdo kuadri ligjor dhe moral, u zhvillua pa prani palësh të interesuara dhe pa asnjë garanci sigurie ruajtjeje dhe mosprekjeje. Më 14 korrik, këto 17 fletë votimi përmbysën seriozitetin e një salle dhe një institucioni. Askush nuk mundi të dëshmojë origjinën e tyre, pasi mungoi prania e palëve në mbartjen e tyre.
According to the data, 48 members participated in the vote, plus one member with full rights that is counted in the total. According to Article 7, point 11, of the Academy Statute, the quorum for valid elections is 2/3 of the active members – respectively 33 votes out of 49 members in total. Law no. 53/2019, article 6, point 2, also clearly defines this requirement. However, the attempt to bypass this legal standard, to declare a candidate as the winner without the necessary majority, led to a direct and illegal intervention by the President of the Academy. The latter exerted direct and undisguised pressure on the Chairperson of the Electoral Commission to produce a decision in favor of his candidate. The video footage of the meeting is available and can prove everything. The question that arises is whether this commanding scream from the country constitutes a flagrant violation subject to investigation by law enforcement institutions?!
In that hall where reason should have spoken, after the cries, silence prevailed: silence for privilege, silence for fear, silence for opportunism, silence even when the 2/3 calculation was mathematically wrong. The same silence has occurred in 2023, serving as a cover for the truth, which was drowned in envelopes on at least two occasions.
A manipulation technique was used that would make even the most cynical commissioner of any political electoral process envious. I expect nothing, no reaction and reflection from those who have turned the Academy into a market of silence, where votes are exchanged for prizes, projects for honors, and titles for favors, while the only thing missing is science itself. I expect neither justice nor intellectual conscience from them. They have died along with the slurping of the spoiled soup, laid out on the godfather's table.
I have initially denounced this process to state institutions and expect an administrative and procedural response from them, to dismantle Koka once and for all. Not for myself. Not for an empty seat in the ranks of the Academy. But for the dignity of science in Albania, which cannot remain hostage to a narrow circle that awards prizes for "studies" without citations, builds careers on the lack of standards and reproduces a system that the Supreme State Audit itself has declared deformed.
