So, on one hand we have official US experts who continue to support SPAK, and on the other hand an electoral marketing employee who comes on behalf of Trump, against the US state experts.
The first piece of good news was given to us by Fatmir Mediu. He posted a selfie with LaCivita, which is paid to market Berisha's electoral campaign, announcing to the entire Albanian people that he is returning. He had made the first visit a little over a month ago, for one day. This is the second and is expected to be more important.
He has three important clients on his contract: Sali Berisha, on trial for criminal offenses, major corruption and state capture; Ilir Meta, still free, but on charges of corruption; and Fatmir Mediu, on charges of corruption, with a court case underway.
It's unclear whether these three defendants would be better off hiring a good American lawyer rather than an election marketing specialist. But they're hoping that since he ran Trump's campaign, he'll make them winners too — and then they'll take care of justice themselves.
The second piece of good news is that two specialists from OPDAT, the US legal assistance program, will return to their work as advisors to SPAK. As is being reported, the US lifted the blockade imposed by Trump's executive order cutting off US foreign aid.
In fact, US financial assistance to SPAK consists mainly of the salaries of two experts and some ticket payments for visits to the US. It is not that vital to SPAK's existence, but SPAK's identification with the US has been crucial to its authority.
Now we have a new competition: on the one hand, SPAK, which continues to identify with the official US; on the other, LaCivita, which has SPAK's victims as clients and also identifies with Trump.
This is a real battle in Albania and a very significant one. It is the battle of those who speak on behalf of the US… and on behalf of Trump.
LaCivita is not suitable for an electoral campaign, because, if what Flamur said is true — that he recommended a coalition with Gjuzi and Jenisher — then it is better to stay away from the campaign.
But he is worth it to scare SPAK, as Mediu and Berisha are using him as "Trump's envoy" on their side.
Thus, Mediu posts a photo with LaCivita and does not appear in court in Tirana. Meanwhile, Veliaj is imprisoned and is not allowed to meet with the officials of the Municipality he still leads. Berisha, too, tells the Democrats that salvation will come from the magic of LaCivita, who will lead them to power — and then they will dissolve SPAK.
Now the return of two OPDAT experts to SPAK is a sign that the American state will continue to support SPAK, and the latter, as it seems, can continue to speak on behalf of the US when it acts.
Meanwhile, LaCivita's return is a matter of days, as long as Medi's court hearing is over. And he comes in the name of Trump, to save the three SPAK victims from prison, giving the opposition a "victory".
That is, with their logic: if they take power, they will dissolve SPAK and do whatever they want with it. And for this, they would also need "American support."
But if the US is in favor of dissolving SPAK, it has returned the OPDAT experts to SPAK itself — and it would have done it easily, without waiting for Berisha to return to power. I don't believe Rama would object if they did.

The second one expires on May 12. Then either SPAK becomes a victim of Trump's envoy (as Berisha claims he is winning), or LaCivita's clients — Berisha, Meta, Mediu — become victims of SPAK (LaCivita's strategy is losing), which, according to them, is also supported by the Trump government. Whatever happens, at least they can leave without worrying, because they have Trump in the USA!
