Nine days before the May 11 elections, a full 26,500 voters registered to vote from abroad have not yet received the envelopes sent by the CEC via DHL. The vast majority of those who have not yet received the CEC envelopes live in Greece. Either it is a problem with the Greek state's address system, or it is a problem with the local Greek subcontractors of the German company DHL.
In fact, among the voters in Greece who have received the CEC envelope, over 36% have already sent their votes to the CEC. But the overall percentage is very low (only 26% of those registered have sent their votes, because 30% of them have not yet received the CEC envelope).
As you can see in the table below, the record among countries with over 2,500 voters registered with the CEC is held by Belgium with 70% of votes cast by those registered to vote, followed by Germany (68%) and Italy (64%).
