I have many pensioner readers. One of them asked me: "Okay, my girl, tell me one reason why pensions were not increased but only indexed during the socialist period? The government says that under-declaration of salaries is the main factor in not increasing pensions."

The Social Security Fund is financed from two sources: social security revenues and budget support.
In 2013, 3.8% of the gross domestic product was collected as social security, in 2023, 5.3% of the gross domestic product was collected from social security. So we have more declarations and more income from social security. So under-declaration is not the main factor.
But what has happened is the reduction in budget support for pensions. In 2013, the government financed with 3.27% of gross domestic product, while in 2023, budget support for pensioners fell to 1.77% of GDP, reducing the social security budget by 350 million euros. So, the contributions paid by employees and employers have increased, but government support for the scheme has decreased by a full 350 million euros.
Pensioners should congratulate the government, which has been prudent and economical by reducing total pension spending from 7.07% of GDP in 2013 to 6.9% of GDP in 2023.
Did the government have other priorities? Incinerators? Promenades and pedestrian walkways? Maybe!
