How can an AF that is less than 70% complete with personnel, but has 140% complete with generals, be transformed? The completeness is around 4500 people, while the AF is authorized for 6500 people. The organization provides for 11 generals with 100% completion of the AF, today there are 15 (one with three stars and four with two stars) generals, while the completeness is 4500 people, 70%. According to NATO criteria, a structure that is less than 68% complete is not operational.
In 2020, when the demand for soldier education decreased during the 9-year school recruitment, the AF was 85% complete and recruitment was 80%. Today, completion is below 70% and recruitment has not exceeded 40% in the last three years.

In the last two years, the Ministry of Defense has returned to the Ministry of Finance 48 and 46 million euros, almost 9% of the budget of 510-520 million euros. This returned fund is from the procurement fund of the Ministry of Defense. Nobody signs while the leadership of the Armed Forces is under investigation by SPAK.
The FD Transformation Plan 2016-2025 envisaged the purchase of 10 new naval vessels, including two corvettes. The government did not plan any funds and now this plan is presented as new for the period 2024-2033, but foresees one corvette even though the threat has increased.
Having no budget, since a corvette costs as much as the 50 million euro addition to the Llogara Tunnel, due to corruption, the Government decided to equip the Navy with a 34-year-old ship donated by Italy. Our Navy has only been equipped with new ships since 2000. With the transformation plan of KM Rama, we returned the old ships, a gift that comes out of armament for 3-4 years.
