Several parallel municipalities of Serbia, as well as its post and tax offices, were closed on Wednesday, ending the era of Serbia functioning within Kosovo.
Analyst Agon Maliqi, in addition to seeing this action as part of the campaign, warns that this act will have a huge impact on international reactions! This voice is spreading as the worst possible reaction of the Kosovar opposition!
In policies that affect the internal interests and relations of the Republic with the EU and the US, the act of closing down parallel institutions of Serbian power in Kosovo should not be seen as an unpredictable action. Quite the opposite.
For Serbia, yes, it may be an unpredictable act. But ultimately, this action aims to create a certain strategic advantage, to increase the negotiating power of the Kosovar side or simply to confuse Belgrade as an opponent of the Republic.
This tactic is based on the fact that state institutions or a political leader deliberately act in a way that is difficult to predict, so that other actors remain confused and uncertain about their intentions or reactions and are unable to build their own strategy or tactics of action.
Unpredictability in foreign policy can also serve as part of a preemptive tactic to take certain actions for which it is not known what the response will be. The successful implementation of this tactic depends on the context, objectives and the abilities of the actors to maintain a balance between deterring the adversary (unpredictability of the target actor) and implementing sovereign policies - the functionalization of the Republic.
In international relations, only retrospectively will we have the opportunity to read the clear meaning of today from a moment in the near future, when we will be able to more clearly appreciate the benefits of this "unpredictable" action of our Government guided by the biblical principle from the Gospel: "By their fruits you will know them" (Matthew 7:11).
The Belgrade school of political reading, inherited from father to son, cannot read this act, therefore.
