We don't measure the risk that comes from the physical depreciation of infrastructure because they don't invest in it. We say, "Oh, it won't last," "Oh, it won't last," "Oh, we can't delay it," and this policy, this inhumane culture of governance, makes us remember the pipes when we run out of water, not before...

The causeway that connects Albania with its southeastern area collapsed, not only with Korça and Pogradec as two pearls of Albanian civilization, but also causing a chain of social, economic and material damage, not only for our country.

A few weeks ago, Vlora was left without water. Ruins in other places of the road. In Vlora, the government before 2013 was to blame because it had not done a good job of sealing the pipes, while this time it was nature's fault, no one else!!! Everyone is to blame, only the government's policies! No one.

It's not about making rhetoric about something that is as clear as daylight.

What I have been wanting to say for a long time is illuminated by two concepts. The first is called moral depreciation of infrastructures, while the second is called their physical depreciation.

Moral depreciation comes from the fact that many technologies, infrastructures, services, investments, and machinery fall out of use because even though they can still work, new ones come out that put them out of use. For example, why keep a diesel train running, even though it works, when you have an electric train!

We really enjoy this moral depreciation, especially when we don't know and can't know that money is being thrown away! We enjoy breaking down the old, even if it's in good condition, for something fashionable, or that seems to somehow change the monotony.

National Museum? Old! Remove!

Pyramid? Old! Remove!

Square? Old one, take it away!

Tirana - Durrës road? Old! Remove it!

Palace of Culture? Old! Remove it!

Beach sand? Old! Remove!

Port? Old! Remove!

The money has to move, come on! 

Physical depreciation occurs when material and technological infrastructure becomes unusable, depreciates, falls out of use, when it is physically destroyed, no longer holds up, no longer functions. It is the case when our train becomes so old that it does not move from its place for a moment.

In the case of the Vlora water supply system, the bridge and the road to Pogradec and further to the border with Greece, and other works, we have reached physical depreciation. The infrastructure is destroyed, it does not function, we have not taken it out of service because we have a better one. Physical depreciation creates the risk of serious disasters. We imagine how much God has protected us because that road could go into the cliff and take away dozens of cars, buses with tourists, children and everything.

Anyone who thinks that it is likely that some people will be killed, I assure you, is pursuing a criminal management policy.

Krahasimi me atë fshatin e humbur në Itali që rrezikon ta marrë ujët, nuk ka vend. Përse ? Sepse atje banorët janë evakuar me kohë. Dhe se janë marrë masa sigurime shumë më përpara. Kurse ne na bie rruga që ecim mbi kokë, papritur, dhe askush nuk mban përgjegjësi!

E ka fajin natyra? Jam gati ta besoj naivisht, por pyes: Ku janë raportet teknike në vite? Ku janë agjencitë e sigurisë së rrugëve? Ku janë ekspertizat e pavarura? E ka fajin natyra? Patjetër ajo. Por: Pse nuk u konstatua që më parë rreziku? Kush i kontrollon rrugët, urat, bregdetetet, pemët që mund të të bien në tokë, ashensorët, themelet e pallateve të vjetra, shtyllat e elektrikut, të tensionit të lartë, tektonikën e qyteteve dhe pa fund gjera që amortizohen fizikisht?

Po e le infrastrukturën të degradojë, sigurisht, në fund, grushtin dërmues do t'ia japë natyra! Po nuk është ajo shkaku i shkatërrimit! Ajo është goditja e fundit. Goditjen e fundit cilësisë së tokës do t'ia japë shiu, edhe kodrës që bie nga erozioni, do t'ia japë tërmeti dhjetëra banesave të amortizuara, do t'ia japë stuhia pemëve që rrëzohen, do t'ia japë zjarri pyjeve të lëna në mëshirë të fatit.

Çdo gjë që vdes te qenia natyrore zhytet! E ka thënë Parmenidi përpara nja 3 mijë vjet dikur...

Kush e kontrollonte pra këtë rrugë, shkëmbinjtë mbi të pak më tutje, betonin e çarë të mureve mbajtëse, etj?

Ne nuk e masim rrezikun që vjen nga amortizimi fizik i infrastrukturave sepse nuk investojnë për to. Themi hë mo se mban, hë mos se nuk e gjen gjë, hë mo ta shtyjmë si ta shtyjmë, dhe kjo politikë, kjo kulturë çnjerëzore qeverisjeje bën që të kujtohemi për tubat atëherë kur mbetemi pa ujë, jo më parë, të kujtohemi për mirëmbajtjen e rrugëve kur ato gremisen në rrëpira apo çahen jo më parë, të kujtohemi për hidrovoret kur gjithçka përmbytet dhe jo më parë, të kujtohemi për qentë shpëtues kur ka rënë tërmeti, jo më parë.

Pse? Sepse nuk mendojmë të harxhojmë lekë për të parandaluar katastrofat duke përballur amortizimin fizik të infrastrukturave. Për to kujtohemi atëhere kur shpërthen skandali, jo më parë.

Shiheni rrugën paralel me autostradën Tiranë - Durrës, duket si në Rripin e Gazës!

Nuk ju mjafton: Shihni atë të Ndroqit që ngjan sikur është rrugë në Krime e bombarduar nga dronët rusë.

Mirë muret e rrugës çarë nga natyra, po rruga përse është pa vizime, pse në kthesa nuk ka pasqyra, pse nuk ka vija të bardha në zonat e banuara, semafore, pse nuk ka segmente hyrëse dhe dalëse me standard pranë zonave të banuara, kafeneve, restoranteve të rrugës, pse nuk ka vende pushimi për kamionët e peshave të rënda? Ehuuu, çfarë kërkon ti?, thotë prapanicë-lëpirësi i çdo pushteti!

Prandaj jemi shoqëri aksidentesh. Qeverisjes i duket e kotë të investojë për të matur degradimin fizik të shumë infrastrukturave. Të tjera ndodhi do të kemi. Hë mos se nuk ndodh gjë!

This is the culture of managing crises on a case-by-case basis, not of maintaining our material culture through agencies responsible for them, not through investments to measure the degree of physical degradation of material infrastructures.

Therefore, it seems to us that we have too much money to spend on luxuries that hide horrendous financial abuses. It seems to us that Europe is "bourgeois", investing to measure the gradual risks that come from physical depreciation.

We don't think about them! Nor do we think that for every accident, destruction, we should invite foreign expertise, even independent groups of experts. The one who gives the money, the one who has to maintain the road is also the one who does the expertise, - even the one who says: "It was nature's fault!". It is possible, it is possible, but where is the expertise?

Where is the opening of the investigative case for creating a dangerous situation for public safety, public health, and national security?

That village in Italy that is being destroyed is one in thousands. Whereas we have a road to Korçë, Devoll, Prespa, Pogradec, southeast, and it is collapsing.

Ask if your elevator has had a regular technical inspection? Have you received any technical reports about this?

What is the condition of the decades-old water supply pipelines? Are they within today's norms and standards?

Are you safe when walking on an iron plate that covers a pothole in the sidewalk?  

Does anyone give you a report on the chemical composition of the water you drink? Why would the water utility be involved in this public relations?

Do you know what the composition of the lake water is where your children bathe in puddles?

Since I mentioned the train, do you know how safe that dinosaur is that whistling along the Durrës-Kavajë route, on tracks that the devil knows how long they can hold or not hold?

Endless like these!
