Edi Rama, who among other things seeks to show within his country that he is the one who has the path to success, has a burning desire to promote his country's European path. A difficult path not only because of the internal difficulties in the EU to accept, at such a moment, the membership of countries from the Western Balkans, but mainly because of the serious deficits that his country has in a number of areas: the rule of law, the administration of justice, democratic freedoms, the role of organized crime and its connection with state power...
E. Rama also knows that Greece is one of the countries that strongly supports European integration towards the Western Balkans, linking it, however, to the need for reforms and adaptation to the community acquis and mainly to respect the principle of good neighborly relations and international law.
The Albanian Prime Minister appeared in Athens with a recurring refrain: "We have no problems, there are no problems in our relations. We can solve everything..."
In the case of the properties of the Greek ethnic minority, he argued that there are no bilateral problems, because all Albanians, not only citizens of Greek origin of his country, are waiting and fighting to secure property titles. Of course, he did not say that in areas like Himara, the properties that are lost and distributed to organized interests (linked to organized crime) are mainly Greek…
He also “used” the Beleri case, saying that it is common in Albania for defendants to remain in detention for a long time without trial, as if this could erase the scheme of arresting and imprisoning F. Beleri, the elected mayor of Himara, with the aim of appointing a trusted person to this position, who will not hinder the “development” plans of the Albanian prime minister and friendly “investors”.
But what impressed was the response he gave to Alexis Papahelas at the Delphi Forum regarding the issue of the promise he had made since 2021 to refer the dispute over the delimitation of the Exclusive Economic Zone between the two countries to The Hague.
Without specifically referring to the promise to draft a joint statement, Mr. Rama responded that “all problems must be raised once and for all and resolved,” expressing optimism that this “can be done by the end of 2026 and announcements can be made in the fall.” He hastened to add, of course, that there is also the issue of lifting the embargo. But as he added: “…We do not believe there is any problem. No problem!”
Kjo dha përshtypjen se diçka kishte ndodhur prapa skenave dhe se një marrëveshje ishte e afërt për të hartuar një deklaratë të përbashkët për referimin në Hagë në të ardhmen e afërt, dhe se po hartohej një tekst me “të gjitha çështjet që duhen zgjidhur”, diçka që një burim i lartë diplomatik e mohoi.
Realiteti është se Z. “Pa Problem” thjesht donte, në mënyrën e zakonshme, të shmangte vështirësitë dhe të bënte një tjetër ushtrim të marrëdhënieve me publikun në Greqi.
Sipas një burimi të lartë diplomatik të informuar mirë, “të dy vendet nuk janë afër” një marrëveshjeje, as nuk ka pasur ndonjë punë përgatitore, megjithëse ekziston puna përgatitore që i parapriu marrëveshjes së vitit 2009. I njëjti burim vlerëson se kjo është më shumë një “mendim i dëshiruar” i Kryeministrit shqiptar.
Për më tepër, pas vitit 2021, kur ai u zotua publikisht për vizitën e Ministrit të Jashtëm të atëhershëm Nikos Dendias në Tiranë për referimin në Hagë, nga njëra anë, ekipit shqiptar nuk iu dha autorizimi për të negociuar, nga ana tjetër, rasti Beleri po pengonte kontaktet, dhe ekipet negociuese u takuan një ose dy herë pa ndonjë përparim. Arsyeja është se shqiptarët argumentojnë se ky negocim i ri dhe bashkë-kontrata duhet të pasqyrojë vendimin “detyrues” të Gjykatës Kushtetuese të Shqipërisë, e cila anuloi marrëveshjen greko-shqiptare të vitit 2009.
Në prill të vitit 2009, u nënshkrua një marrëveshje midis Greqisë dhe Shqipërisë për delimitimin e zonave detare ekzistuese (zona territoriale, shelfi kontinental), si dhe zonave detare që mund të krijohen në të ardhmen, me një kufi detar “me përdorim të shumëfishtë”. Ky delimitim ndoqi plotësisht vijën e mesme dhe mori parasysh ndikimin e të gjithë ishujve në rajon, duke ndjekur me besnikëri dispozitat e UNCLOS.
Megjithatë, pas një apelimi nga udhëheqësi i atëhershëm i opozitës E. Rama në Gjykatën Kushtetuese, kjo e fundit vendosi në vitin 2010 se marrëveshja ishte jokushtetuese, duke miratuar plotësisht argumentin turk për delimitimet. Vendimi hodhi poshtë zgjidhjen e vijës së mesme, duke favorizuar parimin e barazisë, por edhe njohjen e ndikimit të plotë në ishujt grekë.
Nga përplasjet e brendshme në Shqipëri, akuza publike e S. Berishës në vitin 2016 ishte se E. Rama i ishte drejtuar Gjykatës Kushtetuese për të anuluar marrëveshjen, duke u shërbyer interesave të Turqisë…
Athens has no reason to directly question E. Rama and his intentions to bring bilateral relations to the “No Problem” era. But it has the duty to test in practice the sincerity of his statements and intentions. And to immediately demand a resumption and conclusion of talks to draft a memorandum of understanding based on UNCLOS for the referral to The Hague of the dispute on the delimitation of the EEZ, even if it mistakenly believes that the delimitation with Albania is no longer among its priorities. And to explain to Mr. Rama that public flattery is not enough to provide the green light for rapprochement with the EU and for restoring trust in bilateral relations./Protothema.gr,
