The State Police has reacted to the arrests at IMT Tirana, where employees of this institution were involved in corruption cases by taking money from premises to prevent them from demolishing tents without permission.
According to the police, IMT employee Geraldo Fuçia was arrested, while inspector Klajdi Zhilla has been declared wanted.
Criminal proceedings have also been initiated against citizens E. Ç., 48 years old, resident of Tirana, employee of IMT, Tirana Municipality; AE, 26 years old, resident of Tirana, manager of a bar in Tirana.
During the action, the police seized 3,000 euros from the inspectors.
From the investigations conducted, it is suspected that these citizens, during inspections in (local) entities, to identify and vacate public spaces occupied in violation of the law, have asked the owners of the entities not to remove the tents/canopies that occupied the public spaces around the entities.
Scheme:
The case occurred in the Kombinat area, where four IMT inspectors found a tent built without a permit next to a building. After finding and notifying the demolition of the building, one of the inspectors returned and demanded 1,000 euros from the owner in exchange for not demolishing the tent.
The owner immediately notified the police, who organized a controlled operation to document the corruption. The blue uniforms handed over the money to the owner with a registered serial number, which was then given to IMT employees.
According to the investigation, two of the suspects, Geraldo Fuçia and Klajdi Zhilla, later met at a bar, where they attempted to hide the money. Initially, during the search, the police found a phone and another amount of money that did not match the serial number. After verifying the security cameras, it was determined that the money had been handed over to the bartender outside the bar.
Currently, only Geraldo Fuqia has been arrested, while Klajdi Zhilla is wanted. The two IMT employees are suspected of the criminal offense of passive corruption. The other two, Edmond Çela and Niko Zmalaj, have been released because they did not appear to have received money according to the video footage.
