Sentenced to over 5 years in prison, who is the Albanian who led the criminal

An Albanian man, who fled to Spain to avoid trial for people smuggling offences, has been sentenced after being extradited to the UK.

National Crime Agency officers launched an investigation into Arsen Feci, 49, from Nottingham, and his organised crime group after a coastguard aircraft spotted migrants disembarking from a RHIB, called an Orca, at Joss Bay, Kent in the early hours of October 9, 2022.

Feci, along with Banet Tershanë, Klodian Shenaj, Jetmir Myrtaj and British citizen Desmond Rice, used the same location for a second crossing on October 23 of the same year.

Throughout the events, Feci was in constant contact with Shenaj and Rice, meeting Rice on October 12th as he arranged to purchase a second RHIB called Aquaholic. Rice then transported the boat from Poole to Brightlingsea Marina.

Investigators found that Feci was responsible for purchasing equipment for the transport, with CCTV showing him purchasing maintenance items from Halfords and hiring 'staff' to carry out the crossings.

On October 22, Feci was under surveillance while returning to Brightlingsea with Rice and Shenaj.

In conversation with Shenaj and Rice, Feci purchased an inflatable kayak, two paddles and a pump in Nottingham before travelling to London to meet Tersha and then on to Brightlingsea. The kayak was taken to the marina by Rice and given to the two men so they could enter Aquaholic.

As the ship began its journey to Belgium on October 29, NCA officers were observing and informed Belgian police, who apprehended it as it landed on the coast near Nieuwpoort in the early hours of October 30.

The two pilots, aged 35 and 45, were arrested as they attempted to load 12 migrants, including a woman and a child, onto the boat. Examination of the RHIB showed that the six lifejackets available were unsuitable for use at sea.

These individuals were prosecuted in Belgium and sentenced to 6 years in prison each. Rice was arrested later that day and a kayak, identical to the one purchased by Feci days earlier, was found in the back of his van.

Shenaj and Feci were arrested in Broxtowe Street, Nottingham on 29 November 2022. He was arrested again in February 2023 after evidence of Feci's involvement with Myrtaj and Tershana was uncovered. He did not respond to any comments to questions from NCA officers.

Feci appeared at Nottingham Crown Court on 21 March 2023 and was released on bail pending his next appearance, but he fled to Spain and remained at large until August 2024, when he was arrested again.

Feci returned to the UK in November 2024 and appeared at Nottingham Crown Court, where he pleaded guilty to assisting illegal immigration to the UK. He was today (17 February) sentenced to 5 years and 4 months in prison.

Tershana, Shenaj, Myrtaj and Rice were convicted of the same offenses in August 2023.
