The Tirana Prosecution Office has completed the investigations and sent to trial the former IT director of the Shetit Police, Ervin Muça, who is accused of unauthorized interference in the TIMS system.

The prosecution informs that the defendant ordered the employees to open the USB ports.

According to the Prosecution, Ervin Muça's actions were carried out by him until the late hours of the night of September 1, 2023, while it turned out that unauthorized persons entered the building to assist in the back-up process, specifically the citizen with the initials KM.

The latter was not part of the staff and often entered with the personal PIN of another employee who was not present.

According to the Prosecution, "the connection between the seized hard disk device and the identified computer connected to the servers has been confirmed; the connection was made to enable a manual backup process, by exporting data to the hard disk."

A process that does not have to be carried out since the system itself automatically makes two backups, moreover, traces of the backup process are recorded on the seized hard disk device.

The prosecution informs that unauthorized computer access was achieved and after opening the USB ports, the back up process began, but was not fully completed.

The Prosecutor's Office at the First Instance Court of General Jurisdiction of Tirana has completed the investigations and is sending the defendant EM to trial, currently under the security measure 'House Arrest' for the criminal offense of 'Unauthorized Computer Access' provided for by Article 192/b/2 of the Criminal Code.

From the entirety of the investigative actions for criminal case no. 5404, dated 01.09.2023, it resulted that: the defendant EM, regarding the backup procedures and data extraction, has not informed the General Director of the State Police, there is no information, information memo, action plan for the identified problems and the actions taken to resolve them.

Defendant EM ordered employees to open USB ports. He carried out the actions until late at night and unauthorized persons entered the building to assist in the back up process, specifically citizen K. M; not part of the staff, he often entered with the personal pin of another employee who was not present.

Also, the connection between the seized hard disk device and the identified computer connected to the servers is clearly proven; the connection was made to enable the performance of a manual back up process, by exporting data to the hard disk. A process that does not have to be performed since the system itself automatically makes two back-ups, moreover, traces of the back up process are evidenced on the seized hard disk device. As mentioned above, the unauthorized computer access was achieved. After opening the USB ports, the back up process started, continued, but was not completely completed.

Regarding the criminal offense of "Abuse of office", provided for by Article 248 of the Criminal Code, for which criminal proceedings no. 5404/2023 have also been registered, the case has been decided to be separated," the prosecution announces.
