Millions of euros have entered Albania through border points, which turn out to be sent from Dubai through wheeled suitcases.
The financial sums were then invested in various businesses, being "dissolved" in the construction industry in Tirana, the business of selling and renting cars, in the purchase of apartments, luxury villas in modern complexes such as "Mandarine Drive" in Lundre Tirana, "Domus" hotel, local, up to investments in jewelry, luxury cars by buying gold ingots and Gold.
Meanwhile, the group spent a staggering amount of money to carry out paid murders, the purchase of modern weapons and a series of apartments in Tirana, Durrës and Elbasan, with the aim of creating them as a shelter base for members who went out in search, including here and Talo the key.
The suitcases were issued with a postcode and then waited at the airports where they were then picked up by people from the organization, further distributing them to the respective lines according to the directives given by Dubai, Franc and Hajdar Çopja alias Bako.
According to SPAK, the people who masqueraded as traders and businessmen but were involved in laundering the money of the "Çopja" brothers, are Talo Çela, through his wife and daughter, his cousin Armis Stafa, Rexhino Doçi, Klajdi Merkaj, Arben Lamçja, Maklen Mici, Bashkim Lika and the construction businessman in Elbasan, Arjan Ormenaj.
In a conversation held in May 2020, the investigated Klajdi Merkaj asks Franc Gergely to divide the monetary sums into 3 parts and to put the three parts in a suitcase with wheels so that they are more practical in movement.
During this conversation, Merkaj tells Franc Çopja the postcodes of the suitcases NW22HR. Such a practice has occurred in dozens of cases, where quantities of euros have entered Albania.
Five days later from this conversation, on May 27, 2020, Klajdi Merkaj talks to Franc Çopjan, regarding the measures taken to freeze assets based on Operation Force of the Law, where in this conversation it is understood that the group has blocked the two police directors, Elbasan and Tirana.
Merkaj talks to Franci, informing him that he has met the Director of Elbasan and Tirana regarding the work of OFL, who have assured him that they have nothing to do with Franc Çopja's name, they even know him as a person who works abroad and, according to them, it is not problematic.
The purpose of the arrest of the two police directors was to undertake no investigative procedure or send a form for declaration of assets, related to the properties enjoyed by the two brothers "Çopja" in Tirana and Elbasan.
Meanwhile, on May 30, 2020, Klajdi Merkaj informs Franc Çopjan that he got the house. Then Klajdi Merkaj asks Franc Çopjas to sell the house in the name of a third person and according to him the good thing about this house is that it was bought with an internal contract and not with a notary.
Next, Klajdi Merkaj writes to Franc Çopja that the contract will be revoked. The content of the message that Klajdi Merkaj sends to the French citizen is evidenced as follows:
"...it is transferred directly to the name of the person and the value becomes a minimum of €50,000, but "ok" the guide when you need to enter...?".
Following the communications between them, Klajdi Merkaj sends Franc Çopjas an automatic weapon which, from the conversation, is understood to be of the "Glock" type.
Then, Klajdi Merkaj reminds Franc Çopja that he should find a name of the person, who will have the ownership of the house bought by Franc Çopja for the house and that a minimum of 55 Euros should be noted in the contract.
On June 23, 2020, Klajdi Merkaj sends Franc Çopja the postcode with number NË37SD, of the other suitcases. On June 27, 2020, Klajdi Merkaj sends Franci the postcode number LU13LZ.
Then, Klajdi Merkaj in conversation with Franci, gives details that there are 2.5 and that the person failed to collect them in time where it is suspected that it is a matter of transporting monetary values.
Also in the conversation of June 27, 2020, Klajdi Merkaj thanks Franc Çopja for the birthday gift even though it is tomorrow. In the ongoing conversation, Klajdi Merkaj sends Franc the postcode of another suitcase with wheels B152GJ and informs him that at 15:00 theirs (England) will be ready.
The content of the message that Klajdi Merkaj sends to Franc: "...B152GJ at 15:00 with theirs are ready there is ok...? Ok...". USA.
Then, Klajdi Merkaj in a conversation with Franc Çopjan gives details that 50 were sent (50,000 Euro/Pound) and that 1,000 are divided, while for the others he writes that there were 1,000 and divided into bundles of 10,000 euros.
On August 14, 2020, Klajdi Merkaj talks to Franc Çopjan, to whom he explains that he is interested in investing in the construction of a residential complex, twice the size of the one he has built before, as well as a palace in Tirana.
Afterwards, Klajdi Merkaj tells Franc Çopjas that they discussed the two construction sites and agreed "...ok...".
Also, Klajdi Merkaj tells Franc Çopjas that they are now waiting to make property purchases, but at the moment they are not good with the money situation "..cash..." and asks Franc to help him with a monetary value "...cash... ” of 1,500,000 Euros.
From the conversations held between them, Klajdi Merkaj, among other things, informs Franc about the step-by-step construction of the residential complex by sending him photos.
The content of some of the messages that Klajdi Merkaj sends to Franci on August 19, 2020. Klajdi Merkaj asks Franci if he has started something down (monetary amount) and then writes to Franci that he does not need it urgently.
From the conversations, it is evident that, for Klajdi Merkaj, Franci's agreement is important and that now he can charge people with financial extortion, aiming to buy properties.
Klajdi Merkaj writes to Franci that the meeting with B, Arben Lamçja was important as it gives me the opportunity to look at things as big as possible.
Franc Çopja also carried out money laundering through citizen Rexhino Doçi, who rented a premises in front of the Faculty of Law in Tirana.
The bar is rented from the citizen ML, for a period of 8 years it is planned to pay 70 thousand euros rent.
Meanwhile, there are dozens of cases when Rexhino Doçi withdrew more than 1.5 million euros in cash from different people in Tirana and Durrës, money that was in circulation from Franc Çopja.
Another case and person who launders money for Franc Çopjan is his cousin, Armis Stafa.
It is evident that Armis Stafa took over and carried out active actions through the sale and purchase of vehicles with the aim of cleaning the proceeds of the criminal offense on behalf of Franc Çopjas.
On July 14, 2023, he gave explanations for this business and Erion Alibej, who was arrested for ordering paid murders, stated about the assets and properties of the Çopja brothers. Among other things, he stated that:
"...They have a business, a car sales and rental point on the Elbasan-Metalurgji axis, but the person who legally owns this business is named Armi, I don't know his last name, but I know that his house is at the intersection of Cërrikut, in the "Gjurma e Mushke" neighborhood, and I know that he is a close cousin of the "Copja" brothers, because the mother of the "Copja" brothers and Armi's mother are aunt's daughters...
Alibej also told about some other businesses, including the case of two villas bought in the area behind TEG.
Armis Stafa deals in Elbasan with the sale of expensive cars, on behalf of Franc Çopjas. It is clear from the conversations that for every action he communicates with Franc Çopjan, who is the real owner of the tools.
Armis Staff also advises Franc Çopjan on financial actions in order to clean the proceeds of the criminal offense. For each car that is sold in this business, Armis asks Franc for the final price. / Ora News
