The cutting of fictitious invoices, as happened in the case of incinerators, are the main doubts that arise and leave room for investigation by SPAK.

But this type of dubious business, which definitely requires the attention of special prosecutors, seems to have flourished among the directors of the "Sani Service" concessionaire.
Former Deputy Minister of Health, Klodian Rjepaj, who on June 18, 2018 founded the physical nephew with the trade name "Health Protection International.
The object of this nephew is:
"...consultancy, health protection services, medical services. Import-export of accessories related to the field of health. Accreditation, certification of health and non-health institutions, public and private. Training programs in the field of health, environment and in the social field...".
SPAK must now verify whether this company founded by Klodian Rjepaj, 3 years after the approval of the sterilization concession, had commercial relations with "Sani Servizi" or with companies around it.
Likewise, from the verifications of "Ora News", it is clear that the Director of Communications in this concession, Altin Biba, who is paid a monthly salary of 1 million 775 thousand old lek, has caught a Nipt as a natural person.
Nipti turns out to have been opened on May 23, 2017 and that the object of the trade name "NetAlbania" is:
... commercial mediation, marketing services in the field of private and state health, as well as other auxiliary activities, in accordance with the legislation in force, considered beneficial and useful for achieving the main objectives. Mediation service for installation and maintenance of licenses, services and consultancy in the field of information technology...".
Surprisingly, with the same object of action, another physical nephew named Kleanti Lumi, who turns out to be an employee in the concession company, holding the position of an employee of the Transport of Goods, being paid a monthly salary of 1 million 200 thousand old lek.

“…ndërmjetësim tregëtar, shërbime marketingu në fushën e shëndetësisë private dhe/ose shtetërore si dhe aktivitete të tjera ndihmëse në përputhje me legjislacionin në fuqi të konsideruara përfitim dhe të dobishme për arritjen e objektivave kryesore…”.
