Convicted Nikolin Topalli sentenced to life imprisonment was isolated this Thursday in the special regime 41 Biss.
Topalli was convicted for intentional homicide in qualifying circumstances against one person in 20014, as well as wounding another, while he was kept in isolation in Burrel prison.
With the introduction of Topall in 41 Bis, the number of convicts who are kept in a special regime goes to 7.
The essence of the "41-bis" regime is the need to prevent prisoners from communicating with people outside. By doing this, mafia bosses are prevented from having potential communications with criminal organizations. Thus, they are blocked from ordering murders and crimes while in prison. Limiting the number of meetings with family members is one of the strict rules, where a maximum of 1 meeting per month is specified.
Physical contact with family members is also prohibited, while every conversation between them is recorded. Prisoners have the possibility of one 10-minute phone call per month, also recorded. All correspondence with the outside will be controlled. Prisoners are prohibited from having any personal items in their cells, such as pens, pads or money. Prisoners are so closely watched that it is impossible to communicate among convicts, to cook, to exchange objects and there are different social groups of convicts
