The Special Court against Corruption and Organized Crime has rejected the request of the former mayor of Himara, Jorgo Goro, who requested a postponement of the execution of the sentence and avoidance of returning to prison for a second criminal case.
In its decision, the GJKKO upheld SPAK's request to return Goro to prison, as it assessed that his request was not based on evidence and the law.
"Rejection of the request of the applicant, the convicted Jorgo Goro, with the subject: 'Postponement of the execution of Decision no. 53, dated 30.07.2025…', as unsupported by evidence and law," the court's decision states.
This development comes after the Special Appeal upheld Goro's two-year prison sentence, while the Special Prosecution Office requested that he be returned to prison to serve the remainder of his sentence. According to the prosecution's calculations, the former mayor still has "6 months and 10 days" left in prison to serve.
Goro was released on August 29, 2025, after previously being convicted of abuse of office in connection with the alienation of properties in the Himara area. The case is related to a series of investigations into property abuses on the coast, including alleged illegal transfers.
He is also facing another case, where he is accused of involvement in property alienation schemes through forged documents. For this case, he was previously sentenced to “2 years and 20 days in prison”. Due to the shortened trial, his sentence was reduced to 1 year and 4 months in prison. The case was appealed.
Today's decision is expected to be appealed by Goro to the Appeals Court of Kosovo, while it remains to be seen whether he will be immediately returned to prison to serve the remainder of his sentence.
Goro has also been sentenced to 5 years of ban on holding public office, and his apartment has been seized.
The former socialist mayor of Himara, Goro, was reported by Fredi Beleri for allegedly donating 4,263 meters of land to his appointed successor at the head of the municipality, Arqile Bollano, in 2016.
Goro was initially arrested for another case as part of a scheme to alienate coastal properties through forged documents, through the approval of the transfer of state land into the ultimate ownership of Artan Gaçi, the husband of MP Olta Xhaçka, declared a strategic investor by the “Rama” government. For this case, Goro pleaded guilty and was sentenced on March 13 to 2 years and 20 days in prison.
The decision of the GJKKO:
"The applicant Jorgo Goro, on 31.03.2026, submitted to the Court the request with the subject: "Suspension of the execution of Decision no. 53, dated 30.07.2025 of the Special Court of First Instance for Corruption and Organized Crime".
At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of Judge Etleva Deda, based on Article 476 of the Code of Criminal Procedure, with decision no. 258, dated 05.05.2026, decided:
Rejection of the request of the applicant, the convicted Jorgo Goro, with the subject: "Postponement of the execution of Decision No. 53, dated 30.07.2025 of the Special Court of First Instance for Corruption and Organized Crime", as unsupported by evidence and law.
The court costs are borne by the applicant.
This decision can be appealed within the legal deadline to the Special Court of Appeal for Corruption and Organized Crime.
