The Special Prosecution Office against Corruption and Organized Crime (SPAK) has completed its investigations and sent for trial a group of people accused of computer fraud within a criminal organization that operated through a "call center" in Tirana.

According to the official announcement, criminal proceedings no. 42 of 2024 have been sent to the Special Court, while there are eight defendants in total. Emiljano Sejdillari and Sokol Krasniqi are accused of computer fraud in the form of a structured criminal group, while Rodrigo Guga, Eltion Logu, Tafil Dyrmishi and Lisjane Çulani are accused of the same acts in collaboration at a different level of organization. Meanwhile, Klejdi Nuka and Mateo Llozhi are accused of computer fraud in collaboration.

The investigations began following a request for legal assistance from the General Prosecutor's Office in Karlsruhe, Germany, in the context of criminal proceedings for organized fraud against German citizens.

According to SPAK, the fraud scheme was identified after a specific case on December 14, 2023, when a woman in Freiburg was tried to be defrauded of 120 thousand euros. The intervention of the German police made it possible to prevent the transfer of the amount, while subsequent investigations revealed extensive criminal activity with hundreds of thousands of fraudulent phone calls.

The perpetrators used advanced technologies to hide their identities, including applications for spoofing phone numbers (“Caller ID spoofing”), “Voice over IP” services, and anonymizing networks such as VPNs. Technical analysis identified connections to IP addresses that were also linked to internet companies in Albania.

Following the investigation, Albanian authorities identified a call center on “Hamdi Sina” Street in Tirana. During an operation conducted on April 18, 2024, a search was conducted at the call center premises, where several people were detained and numerous material and digital evidence was seized.

The investigation revealed that the group operated in a structured manner to defraud German citizens, while the activity was carried out through an entity unregistered with the tax authorities.

The Special Court, by decision of July 2025, imposed the security measures of "prison arrest" for five people and "house arrest" for three others. Also, one of the suspects was extradited from Germany to Albania.

According to SPAK, the documented damage from criminal activity amounts to 363,501 euros for 14 victims, while a large number of fraud attempts have been prevented thanks to the intervention of German authorities, who contacted the victims immediately after the calls.

The Special Prosecution Office emphasizes that the phenomenon of online fraud through "call centers" remains a priority in the fight against organized crime, warning of continued crackdowns in cooperation with international partners.
