
Lawyer Radovan Çela, against whom the GJKKO had imposed the measure of "prison arrest", surrendered to the Tirana Police on Wednesday afternoon.
This security measure was imposed on Çela in absentia, as part of the investigations conducted by SPAK, where Vlora prosecutor Aurel Zarka was arrested.
Radovan Çela was the lawyer of Alfred and Elvis Vladi, who were arrested in 2018 after the seizure of 3.4 million euros at the port of Durres, as part of the so-called 'Toyota Yaris' case. Çela is suspected of attempting to illegally influence judicial officials (corruption) on 5 occasions.
"From the investigative actions carried out in connection with this criminal proceeding as well as from the sources of evidence collected and administered during the preliminary investigations, it has been proven that the defendants; Astrit Vladi, Radovan Çela, Eriona Daupaj and Aurel Zarka in cooperation with each other, in several cases, have offered and promised irregular benefits to exert influence on justice officials, have accepted promises and irregular benefits to exert illegal influence on justice officials, have offered irregular benefits to justice officials, and have requested irregular benefits to carry out actions related to their function and duty, according to the respective episodes and charges, for each of them," SPAK announced in July 2024.
According to SPAK, lawyer Çela and prosecutor Zarka have also intervened in the case of Suel Çela to release the assets seized within the framework of Operation Force of Law.
SPAK submitted on December 30, 2024 the criminal file against the former chief prosecutor of Vlora, Aurel Zarka, the former judicial police officer at the former Serious Crimes Prosecutor's Office, Erjona Daupaj, the lawyer Radovan Çela and Astrit Vladi. They are accused of having collaborated with each other to interfere in 8 files by offering and promising irregular benefits to exert influence on justice officials to alleviate the circumstances. Among the files that have interfered is the Toyota Yaris and Suel Çela.
SPAK accuses the defendants of colluding with each other to interfere in 8 files, demanding and accepting bribes. They intervened to influence judges and prosecutors investigating and trying Alfred Vladi, Elvis Vladi and Alban Mollaymeri, in connection with the 3.4 million euros that were blocked at the Port of Durres in June 2018, in order to favor the defendants. They also favored Suel Çela to release assets seized within the framework of Operation Force of Law.
It is also suspected that they have interfered in the criminal case against citizen Xhoi Mansaku, accused of the criminal offense "Theft" which remained in attempted form and the failure to initiate criminal proceedings for criminal referral no. 669 dated 26.03.2020 sent by the Himara Police Commissariat to the Prosecutor's Office at the Court of First Instance, Vlora, as well as a case against Altin Veizaj etc., accused of the criminal offense "Cultivation of narcotics"
At the time of the commission of the unlawful acts, the defendant Aurel Zarka was in the position of prosecutor in the Prosecutor's Office at the First Instance Court of Vlora, the defendant Eriona Daupaj was in the position of judicial police officer in the former Prosecutor's Office at the First Instance Court for Serious Crimes and then judicial police officer in the Special Prosecutor's Office, while the defendant Radovan Çela was in the capacity of defender of citizens Alfred Vladi, SPAK announced.
The investigation began on the basis of Sky ECC databases, made available by French authorities, where communications about the cases were discovered between the defendants.
