The operation conducted today by the Special Prosecution Office (SPAK) in Vlora appears to have been directed by the American DEA.  

SPAK itself announced that the operation is the result of international cooperation between DEA, Europol, Eurojust and law enforcement agencies of European Union countries, while the National Bureau of Investigation, State Police and the Police Supervision Agency are engaged in the field.

According to investigations, the criminal group is suspected of having set up a structured drug trafficking network that supplied the European market, transporting large quantities of cocaine from Latin America to major European ports and then to various EU countries.

Around 750 kilograms of cocaine, ordered in Ecuador and destined for European Union countries, have been seized at the port of Rotterdam in the Netherlands.

Meanwhile, 14 kilograms of cocaine have been seized by Greek police in Patras inside a truck traveling from the Netherlands, while investigations show that another drug shipment to Italy is suspected to have been organized in the same transport.

In another case, German authorities seized 400 kilograms of cocaine trafficked from Spain to Germany in December 2020.

The investigations have also documented seizures of cannabis sativa, including 227 kilograms in Turkey and around 500 kilograms in North Macedonia, which were allegedly transported by trucks through Greece.

As part of this operation, SPAK has issued 8 arrest warrants, while one of them was kept secret to avoid exposing the action.

The wanted person turned out to be a police officer, Rezart Kuçi, currently the head of the section at the Scientific Police in Kukës. He was arrested on suspicion of abuse of office, drug trafficking and participation in a structured criminal group.

Sources from the investigation indicate that during the period when the criminal offenses are suspected to have been committed, Kuçi held several positions in the State Police, including chief of crime investigation in Vlora, as well as other duties in Lushnja, at Police Station No. 1 in Tirana and most recently in Kukës.

As part of the same investigation, by order of SPAK and in cooperation with Swiss authorities, former police officer Hamëz Demushi was also arrested in Switzerland.

According to sources from the investigation, several episodes of drug trafficking to Germany and the Netherlands have been documented, while investigators suspect that the network had created a sophisticated financial mechanism for financing and transporting narcotics.

SPAK's investigations have also led to the unraveling of two mafia assassinations that occurred in Vlora in 2021, that of Gentjan Qarri on February 6 and that of Bledar Birçaj on March 10 of the same year.

According to investigators, behind these events is suspected to be the group of Inez Hajrulla, a character known to the authorities in Vlora, who has so far escaped several assassination attempts.

RENEA, FNSH and BKH forces conducted searches in the early hours of the morning to arrest him, but Hajrulla was not found, despite an operation lasting several hours in the coastal city. There are suspicions that the operation was foiled.
