The police of Lushnja have handcuffed a 32-year-old man, who was responsible for the work in the silo where the explosion occurred, as a result of which a father and son lost their lives and seven others were injured.
According to the police, the arrested person was authorized to carry out the construction of the silo, according to the enterprise contract.
According to the preliminary investigations, the 32-year-old Leonard Gjini allowed the works to be carried out, without respecting the relevant regulations of technical insurance, of technical discipline of occupational safety and did not take measures for implementation.
From the tragic explosion in Lushnja, father and son, Roland and Lidio Hoxha, lost their lives and seven other people were injured.
The explosion is suspected to have been caused by an accident that occurred during the work process performed by the victim Roland Hoxha for cutting and dismantling some iron profiles, using the high heat flame produced by burning and mixing oxygen with acetylene.
"Investigative and procedural actions continue, under the direction of the Fier Prosecutor's Office, for the documentation of the circumstances of the explosion that occurred in a silo under construction, on 01.03.2024. Following these actions, the Crime Investigation Specialists of the Lushnjë Police Station executed the prosecutor's order, for the detention of the citizen:
Leonard Gjini, 32 years old, a resident of the village of Goriçaj, for the criminal offense "Breach of the rules of protection at work", with serious consequences.
Leonard Gjini explains that he has a business activity of construction and implementation of projects with concrete and iron construction on 27.11.2023 he concluded a business contract with the citizen Bujar Cela construction warehouse which was equipped with construction permit No. 200 dated 19.09.2023 The object had a value of 17963280 lek which on 10.02.2024 was confirmed for the start of the works.
He clarifies that the event that happened there has nothing to do with the employees and he has no idea what works were being carried out in the facility in question, he has not sent any employees or made any subcontracts to carry out work in this facility. After issuing the permit for the start of the works, he waited for the moment when the building would be ready to be released for the start of the works.
From the investigative actions, it is suspected that this citizen, with his inaction, being authorized to carry out the construction of the silo, according to the enterprise contract, has allowed the works to be carried out, without respecting the relevant regulations of technical insurance, of the technical discipline of occupational safety and did not take measures for implementation, bringing serious consequences.
As a result of the explosion in the bunker with fuel, in the "Karbunare e Madhe" neighborhood, on 01.03.2024, an explosion occurred in which 2 citizens lost their lives and 7 others were injured who are not in danger of life.
Investigations continue for the full legal documentation of the circumstances of this event. The procedural materials were passed to the Prosecutor's Office at the Court of First Instance of Fier General Jurisdiction, for further actions," the police announced.
