"Sterilization", GJKKO sentences Rrjepaj and Rrapaj to 6 years in

Rrjepaj and Rrapaj are sentenced to 6 years in prison each, Arben Gjata is released.

The Special Court Against Corruption and Organized Crime (SCOC) has sentenced former Deputy Minister of Health, Klodian Rrjepaj , to 6 years in prison, as part of the investigation into the sterilization concession.

Rrjepaj was found guilty of the criminal offenses of “Theft by Abuse of Office” and “Forgery.” However, due to the summary trial, his sentence was reduced to 4 years in prison.

In the same case, the court also sentenced businessman Ilir Rrapaj to 6 years in prison . A summary trial was also applied to him, making the final sentence 4 years in prison.

Both were investigated and tried in the context of the file known as "Sterilization", one of the most important cases handled by SPAK regarding concessions in the health sector. Rrjepaj and Rrapaj were found not guilty of the charge of being a structured criminal group.

As for Marsela Sejranaj , the court sentenced her to 3 years and 6 months in prison. With the reduction of the sentence due to the summary trial procedure, her sentence was reduced to 2 years and 4 months in prison. The court also decided to release her from the security measure "house arrest".

Meanwhile, for the defendant Saimir Kadiu , accused of "abuse of office" and "forgery", the court imposed a sentence of 3 years and 6 months in prison. After a reduction of one third, the final sentence is 2 years and 4 months in prison. Kadiu is released from house arrest because the detention measure exceeds the length of the sentence.

Petref Mersini was sentenced to 3 years and 6 months in prison, which after the reduction due to the summary trial is reduced to 2 years and 4 months. The court decided to suspend the execution of the sentence and place him on probation for a period of 24 months.

Arben Gjata was also sentenced to 3 years and 6 months in prison, which after reduction will be 2 years and 4 months. The court decided to suspend the sentence and place him on probation for 24 months.

For Gent Burazeri , the court sentenced him to 1 year and 6 months in prison, which after the reduction will be reduced to 1 year. He will not serve any prison time, but will perform community service.

While Naile Ajazi was sentenced to 1 year and 6 months in prison, which was reduced to 1 year after the sentence was reduced. The court decided to suspend the sentence and place her on probation for a period of 2 years.

We recall that in June 2025, SPAK requested a sentence of 10 years in prison for former Deputy Minister of Health Klodian Rrjepaj and businessman Ilir Rrapaj, but after applying for a summary trial, the sentence was reduced to 6 years and 8 months in prison.

SPAK also requested a sentence of 3 years and 6 months in prison for three former officials: Marsela Serjanaj, Sajmir Kadiu and Petref Mersini. Based on the summary judgment, the sentences for Serjanaj and Kadiu are expected to be converted to 2 years and 4 months in prison, while for Mersini, to 4 years of probation.

It is worth noting that during the last hearing, one of the defendants, the former economic director at the Ministry of Health, Sajmir Kadiu, stated that he has already spent 3 years under the security measure of “house arrest”. He emphasized that more than 2 months have passed since the time the prosecutor requested as a sentence, describing the measure as disproportionate. Kadiu added that he has appealed to the Court of Appeal and the Supreme Court, but without result.

For Arben Gjata (doctor), the sentence of 1 year and 4 months in prison was converted into 2 years of probation. While for Genc Byrazeri and Naile Ajazi, 2 years of probation each.

Meanwhile, former Minister of Health Ilir Beqaj is being tried separately under ordinary procedure, outside of this part of the file whose review was closed today.

The "Sterilization" file is one of the most closely watched justice cases in Albania, involving allegations of corruption, abuse of power and the formation of a structured criminal group related to the 2015 concession contract.

Klodian Rrjepaj – 6 years in prison, reduced to 4 years in prison.

Ilir Rrapaj – 6 years in prison, reduced to 4 years in prison.

Marsela Sejranaj – 3 years and 6 months, reduced to 2 years and 4 months, released from house arrest.

Saimir Kadiu – 3 years and 6 months, reduced to 2 years and 4 months, released from house arrest.

Petref Mersini – 3 years and 6 months, reduced to 2 years and 4 months, sentence suspended, 24 months probation.

Arben Gjata – 3 years and 6 months, reduced to 2 years and 4 months, sentence suspended, 24 months probation.

Gent Burazeri – 1 year and 6 months, reduced by 1 year, work in the public interest.

Naile Ajazi – 1 year and 6 months, reduced to 1 year, 2 years probation.
