
" Hello! I'm Erion Veliaj. A friend of mine needs 70 thousand euros. Let's settle it together somewhere else ." A message with this text arrived on the "Telegram" network from an unknown number to a construction businessman in the capital, on September 26, 2023. Behind him was not the mayor of Tirana, but a 28-year-old from Elbasan, who was implementing a fraud scheme.
Following the communication, the businessman with the initials GA showed his willingness to send the money to the municipality office. The interlocutor initially asked him to deliver the money in Vlora, then to a well-known restaurant near Lushnja, and finally they left the parking lot of a shopping center near the Kamza Turn in Tirana as a meeting point.
But, as he went to the designated place, the person who was going to receive the money did not know that the bag in front of his eyes did not contain euros, but paper, and that everything was happening before the eyes of the police officers, who intervened and arrested him, writes A2 CNN.
After being stopped, the person communicated with the sender, claiming that the money was taken, which subsequently led to the identification of four other people involved.
For this extortion attempt, the Tirana Court has a few days ago convicted the defendants Xhensil Qefa-Hida and Leonard Xhika of attempted "fraud" and sentenced them to 3 years in prison each. Due to the shortened trial, the sentence was reduced to 2 years, while for the defendant Xhika, the court suspended the prison sentence and left him in Probation Service for 4 years.
According to the court decision obtained by A2 CNN, the “mastermind” of the fraud attempt was the defendant Xhensil Qefa-Hida. He was convicted in absentia, as he was not arrested. Qefa is said to have contacted the businessman, posing as Erion Veliaj, and, in turn, instructed Leonard Xhika to go and collect the money. Through another person, he provided Xhika with a phone, instructing him to throw it away along with the number after meeting with the businessman.
In his statements, Xhika claimed that he had communicated on "Telegram" with Qefa, who had asked him to go and pick up an order in Tirana from a person, an amount of 20 thousand euros, of which he could keep 3 thousand.
In the same case, the court also indicted three other people. Mikel Panxhi, Xhonatan Xhaferri and Petro Ferzaj were ultimately sentenced to 8 months in prison each for "failing to report a crime". According to the decision, after remembering that the money had been taken, Xhensil Qefa-Hida contacted them, asking them to meet Xhika to receive some sums of money, to deliver to other people, keeping a percentage for himself. /A2 CNN
