SPAK has closed the investigations and sent for trial the 7 clandestine traffickers, who opened fire on the border police in Morina in May 2023. The investigation has evidenced that we are dealing with criminal groups with high social risk, with a high degree of organization, structured with roles and division of labor.
"The Special Prosecutor's Office against Corruption and Organized Crime in Tirana has completed the preliminary investigations and submitted to the Special Court of First Instance for Corruption and Organized Crime, the request for trial of criminal proceedings no. 202, of 2023, in charge of the defendants:
Sultan Lakdar Grimash, born in Algeria alias Sadak Gramach (arrested in Kosovo), investigated with the security measure "Arrest in prison", in absentia, provided by article 238 of the Code of Criminal Procedure;
Ayoub Bahhoo, born and resident in Algeria, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
Muhammed Radaën alias Muhamed Radouë, with Syrian nationality and citizenship, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
Muhamed Shehab, with Syrian nationality and citizenship, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
Rabi Lqadi alias Rabia El-Qadi, of Syrian nationality, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
Muhammed Nasir, with Syrian nationality and citizenship, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
Nagid Alabdalah alias Abu Gira, of Syrian nationality and citizenship, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
The 7 persons are accused of the criminal offense "Murder of police officers", remaining in the attempt, to the detriment of police officers A. Lushaj, J. Qenanaj and G. Cara, G. Progni and A. Shehu, as well as to the detriment of citizens B. Duraku, I. Rexha; "Providing assistance for illegal crossing for profit", "Trafficking in arms and ammunition", "Illegal border crossing", "Structured criminal group", as well as "Commitment of criminal offenses by a criminal organization or structured group criminal".
The investigation has shown that we are dealing with criminal groups with high social risk, with a high degree of organization, structured with roles and division of labor.
The first group consists of the defendants Muhammed Shehab, Muhammed Nasir, Nagid Alabdalah under the direction of the defendant Muhammed Shehab, and other unidentified persons, and the second group consists of the defendants Sultan Grimash, Muhammed Radaën, Ayoub Bahhoo, and Rabi Lqadi, and other unidentified persons, as members of the group led by the defendant Sultan Grimash.
The defendants Sultan Grimash, Rabi Ladqi, Muhamed Radaën, Muhamed Shehab, turn out to have lived in Albania at least since 2019, who were caught several times with other immigrants in Albanian territory, and they were also removed as immigrants. and not being able to identify them as organizers or providers of their transport, where during the interviews, they gave false generalities. They were sent to camps, where they left there, having orders to leave the Albanian territory.
The defendants, at least throughout the year 2023, have lived between Morina and Kosovo, entering and leaving the border illegally on a continuous basis. They carried and used weapons of war, they cooperated with persons with Albanian, Kosovar citizenship and other foreign persons by organizing assistance for illegal crossing in several cases throughout this year.
These two groups organize work within their groups for immigrants who enter the Albanian territory from Greece or North Macedonia. They provide them with transportation along the Albanian territory, find the drivers and make it possible to cross illegally through the mountain in Morina in the direction of Kosovo, to Serbia and with the final destination to the countries of the European Union. The journey of the immigrants then, beyond Serbia and beyond, is organized by other groups, according to the orientations of the persons who stand at the head of the big criminal group.
These two criminal groups cooperate, even with groups operating in other countries, starting from the country of origin, and continuing in Greece, Turkey, Kosovo, Serbia, Germany. Criminal groups are better organized and with a clear division of roles and tasks, starting from finding immigrants, transporting them from their country of origin to the countries of the European Union, making their illegal passage through Turkey, Greece, Albania, Kosovo, Serbia, and then towards the countries of the European Union. Criminal groups have set up an infrastructure in each of the countries where foreign nationals pass, and which serve as links in the chain of the activity of this criminal activity.
In the exercise of their criminal activity, the members of the group appear violent, culminating in the event of 25.05.2023, where in the village of "Morinë", Kukës, they shot with firearms at the police officers of the local structures of Kukës, who have been performing their duty, which was related to the monitoring of the area for the capture of armed persons, seriously endangering their lives and the lives of the residents.
The investigation is continuing in the direction of identifying other persons involved in this criminal activity", announces SPAK.
