During the reporting of the claim for the murder of Emiljano Ramazan and Regis Runaj, SPAK clarified that the name of Euglen Halil was revealed as involved in the two crimes after a person had seen Halil at the table with Rigers Runaj. After being accompanied to the police, Euglen Halilaj confessed that he received the order to commit both crimes from Erjon Alibej. He explains that during that period XJuliano Hoxha was in difficult economic conditions and that they needed money to live. Erjon Alibej contacted Hoxha to observe Emilano Ramazan and then they would execute him. The colleague says that initially Alibej gave Juliano Hoxha 5,000 euros and an encrypted mobile phone to communicate. During the observation of Ramadan's movements, he had also given them other sums of money. According to the prosecution, Euglen Halili and Xuliano Hoxha did not know that Nuredin Dumani had been contacted to carry out the execution. According to Halil, Juliano Hoxha received from Erjon Alibej a list of names of people who would be killed. He sought to kill Emiljano Ramazan after he had been in the role of observer in what is known as the "Bradashes massacre" in December 2018.
In that event, the brother, uncle and a friend of the Alibej family were killed. Halil explained that he has never met Erjon Alibejn and has never spoken to him since he only communicated with Juliano.
On July 19, 2020, there was an attempt to kill Emiljano Ramazani, but it did not happen because other people came at the last moment and sat at the table with Ramazani. They were in a bar in Bradashesh. Emiljano Ramazani was executed a day later under his house with 6 bullets fired from a TT pistol. According to the prosecution, one day after the murder of Emiljano Ramazan, Erjon Alibeaj sent a message to the victim's brother, where he expressed his condolences, saying that he understood his pain, since his brother had also been killed. Another interesting detail was the fact that Emiljano Ramazan's iPhone 7 phone was restarted back to its initial state at 17:17 minutes and nothing was benefited from the expertise. After the murder of Ramazan, Erjon Alibey had given Halil and Julian an ultimatum that Regis Runaj should be killed within a week, but the latter should be killed with a knife.
The two suspects were aware of the places where Runaj moved and knew that he was a user of narcotics.
