
The OSCE representative stated that the 2025 parliamentary elections in Albania were conducted professionally and were competitive, but were marked by a pronounced climate of political polarization.
Candidates were able to campaign, although there were reports of intimidation and pressure on voters, particularly in the public sector. The OSCE also noted that the ruling party benefited from the use of administrative resources during the campaign, while the two main parties dominated media coverage. The election process was generally peaceful, with some isolated incidents.
"The 2025 parliamentary elections were competitive and conducted professionally, but they were conducted in a polarized climate. Candidates had the opportunity to campaign, while some cases of intimidation by them were reported. The ruling party benefited from the use of administrative resources during the campaign. There were reports of pressure on voters, especially in the administration. The two main parties were the ones that had the greatest media coverage. The process was calm overall, but there were some isolated incidents. There were attacks between the leaders of the two major parties," said the OSCE/ODIHR representative.
As for SPAK, she said that the Special Prosecution Office had a positive role in investigating electoral corruption.
"SPAK played a positive role in investigating electoral corruption. Just as the new mechanism between SPAK, the General Prosecutor's Office and the CEC enabled a better exchange of information, it was seen to have a potential deterrent effect. And in conclusion, let me assure you that for our part we are ready to cooperate closely with the Parliament that will be elected and with all political forces and other interested actors in the best interest of the Albanian people," she said.
