The main strategy that the special prosecutors are following in the investigation of corruption files in the ministries that circulate millions of euros through tenders, is the seizure of the phones of the civil administration.
Then, through the evidence, clues or traces that can be found from the communications of the second-level officials of the ministries with their superiors or subordinates, they complete the investigative file and in cases where violations are found, they raise charges against the officials of the civil administration of the ministry, or even the minister himself, or the former minister.
This is what happened from the investigations that SPAK has undertaken in the Ministry of the Environment, the Ministry of Finance, but also in the Agency for Agricultural and Rural Development, within the investigative file on suspicions of mismanagement of European Union funds.
The special prosecutors are targeting the departments that withdraw the lion's share from the state budget for tenders, concessions and PPP contracts.
But which ministry has the weight of the lion?
The Ministry of Finance has not published the report on the progress of concessions and PPPs for 2022.
Legally, this report should have been published by June 2023. Unofficially, the Ministry of Finance tells Voxnews.al that the delay of more than six months in the publication of this report is caused by the contracting authorities, those that have awarded and supervise concession contracts and The PPPs, according to Finance, have not yet submitted the data.
In the absence of the report for 2022, Voxnews.al is referring to official data from the Ministry of Finance for 2021.
For this year, the total number of concession contracts, or PPP, is reported to be 228, of which 206 are concessions and PPP contracts granted by the Ministry of Infrastructure and Energy, directed by Belinda Balluku.
The value of PPP concessions and contracts granted by the Ministry of Balluk, in total amounts to almost 5 billion euros, or 75 percent of the state budget foreseen for this year.

The staggering amount of money circulating with the signature and seal of Belinda Balluk has attracted the attention of SPAK, which is investigating several concessions and tenders awarded in the field of infrastructure.
SPAK is tight-lipped about the subjects that are under investigation, but Voxnews.al sources claim that there are several tenders that are at an advanced stage of preliminary investigations and that raise suspicions that officials of the Ministry of Infrastructure have, at best, misused the task and in the worst case have been part of a network of companies and individuals that have set up a scheme to manipulate bids in public tenders.
As part of these investigations, the sources told Voxnews.al that SPAK has seized the phone of the General Secretary of the Ministry of Infrastructure and Energy, Viola Haxhiademi.
