The democratic deputy, Ina Zhupa, has stated that the Albanian authorities are keeping secret the report issued by UNESCO regarding the Butrint National Park.
In a statement to the media, it published an e-mail response received from UNESCO, stating that the report has been completed and submitted to the competent authorities.
Zhupa added that this report is being kept secret from the Constitutional Court as it "suits the government and concessionaire AADF".

We have been in the Constitutional Court for a year for the concession of Butrint. During this process, we requested that UNESCO's position be taken, given that Butrint is a world heritage protected by UNESCO, and this type of concession is unheard of in the world, but also not allowed by the Paris Convention.
On December 22, we received the official email response from the General Director of the UNESCO World Heritage Center, Mr. Lazare Eloundou Assomo, confirming that the October 2022 mission report has been sent to the Albanian government, specifically the National Heritage Institute Cultural.
The report is kept secret by the Constitutional Court and UNESCO is requested not to publish this report. The government representative in court has given false testimony and fabricated evidence as if this report did not exist.
We are quoting the e-mail: “Regarding your request for the status report of the joint mission of the UNESCO World Heritage Center and the ICOMOS Advisory Mission, which took place from 26 to 28 October 2022, Please be informed that this Report has been finalized and transmitted to the competent authorities in Albania, namely the National Institute of Cultural Heritage as the government organization designated as the main responsible for the implementation of the World Heritage Convention in Albania. The State Party of Albania has not authorized the publication of the report on the World Heritage website.
Of course, the situation clearly shows that we are dealing with a report that does not suit the government and the AADF concessionaire. Otherwise, they would not have deleted it from the Constitutional Court and they would not have asked UNESCO not to publish this report.
On the other hand, the situation continues with the series of criminal and legal violations and reasonable suspicions about conflict of interest and forms of corruption. The institute that hides the report is now subordinate to Minister Gonxhe, and former Minister Margariti, who is also the chairman of the board of the concessionaire.
Recently, the FMB concessionaire changed one of the board members - the notary - and replaced her with the director of the National Institute of Cultural Heritage, Mrs. Rudina Zoto (Kule), the very person who has the report from UNESCO and who is hiding it. Ms. Rudina Zoto is now a colleague of her former boss Margariti, who, in order to find a job for her when she was removed from her position and given immunity, was assigned to the Board of Butrint.
Was the concealment of the report the reason why Rudina Zoto was awarded the seat as a member of the board?! Justice will have its say on this as well. Elva Margariti, Rudina Zoto and the representatives of the Council of Ministers in the court are violating the law and will face the legal consequences personally and they will not be able to hide even behind the positions they give themselves. Elva was used and thrown away without any explanation, while Rudina has to look at the fate of her boss, to return to legality and make the report public.
We are awaiting the steps and decisions that the Constitutional Court will take, hoping that it will respond to constitutionality, justice and the national interest. The court should receive the report and we, the parties in the process, should be recognized and express ourselves about it. Butrint is a UNESCO asset and an asset of Albania and should and will remain so at all costs.
