From the chambers of Kosovo where no one calls him "Bac", to VIP tables with monarchs and oligarchs: why does Edi Rama give Pacolli special status and a possible diplomatic post for financial and power interests...

From the noises that suddenly spread in the corridors of the Prime Minister's Office, namely in Edi Rama's propaganda workshop, one of them brought out the name of Behxhet Pacolli. Or "Baca", as Edi Rama calls him and after him, servilely, calls him the entire retinue of his unlimited power. In Kosovo, where the famous billionaire comes from, no one calls him that. First of all, because in Kosovo they don't call him "Baca", but "Baci". And this distinction is not addressed to ordinary or rich people, but to those who have the attributes of an undisclosed leader, a moral and spiritual leader who is recognized as an undisputed figure.

In Kosovo, the title “Baci” belongs to Adem Jashari, the martyred commander of the KLA, who is considered Bac to all Albanians. Likewise, Adem Demaçi, as an early figure of the resistance, received this attribute from the resistance community. While Ibrahim Rugova, although a leader with great vision and popularity, was never called “Bac”, as he was not a leader of the room, but a cold and institutional intellectual. In contrast, no one calls Behxhet Pacolli Bac, except for some of his fellow villagers from Marevci or some worker of his company. In fact, he is not popular in Kosovo: despite having billions, his party in the last elections did not receive more than 11 thousand votes.

Meanwhile, Edi Rama, although not known for his respect for traditions, is no fool who has been calling Behxheti "Bac" for years. This is a way to compensate for the billionaire's frustration, giving him a kind of veneration that is missing in his country. The Rama-Pacolli friendship has been going on and consolidating for over a decade. And when it comes to figures of this caliber, we are not dealing with friendly relations, but with mutual interests: partnership and influence.

Pacolli has been used by politicians in Kosovo as an ATM, but he is not naive. He is a seasoned entrepreneur, with a business center in Lugano, Switzerland. There he has gained respect but also opponents: Carla Del Ponte, the former chief prosecutor of Switzerland, has attempted to investigate him and accused him of abuses. However, Switzerland has offered him a privileged status, where he keeps his capital and carries out dizzying transactions. His main constructions are not in Switzerland, but in the former Soviet Union and Africa. It was precisely when he was Kosovo's foreign minister that Pacolli used lobbying for the recognition of the new state to open large businesses in those areas.

Pacolli did not have good relations with the Americans, they ousted him from the post of president of Kosovo within 24 hours. But today he has connections in MAGA circles in the US.

Last year, he was at Donald Trump's victory party at Mar-a-Lago, an event that is usually bought with hefty sums of money. This shows that Pacolli wants more to be present than to be truly accepted as a political figure.

The question that arises is: why does Edi Rama need Pacolli as Foreign Minister and why does Pacolli, now at an advanced age, need such a position?

The answer is given by a symbolic photo: Rama sitting between the President of the Emirates Mohamed Bin Zayed and the Belarusian dictator Alexander Lukashenko, at a VIP table in Baku. This image is evidence of Pacolli's long lobbying in areas where he has influence. Covid vaccines, relations with the Arab world and earthquake funds, all of these have Pacolli's threads, supported also by Erdogan's influence. He has also opened doors for Rama in Bavaria, the heart of European industry, closely linked to Swiss capital.

Pacolli's role is also related to bringing capital from areas of Eastern influence, where large sums of money circulate that require safe markets for investment. The fund mentioned by Rama, which will be used for large investments, does not come from the West, but from the area where Pacolli has influence. To institutionalize this role, Rama could create the position of Foreign Minister with the rank of Deputy Prime Minister and at the same time the position of Minister for Europe, who will deal with EU negotiations. Thus, Pacolli would become "minister for non-Europe": a position that gives him diplomatic immunity, freedom of movement and the opportunity to make money in Africa and Asia, using the status of a high-ranking Albanian official. / Pamphlet
