The deputy, Albana Vokshi, in a statement to the media from the PD headquarters, has accused the prime minister, Edi Rama, of protecting the former minister, Ilir Beqaj, regarding the sterilization affair.
Vokshi said that Rama amnestied Beqaj twice within 4 months, first by not including him at all in the investigation regarding the sterilization affair, and second by establishing security measures.
Further, the DP deputy presented the report of the HCSC, which shows the violations committed in the tendering process for sterilization and the role of Beqaj. According to Vokshi, the report found inflated costs that exceeded the estimated budget for sterilization.
Further, Vokshi made some recommendations regarding how to act, as he requested a complete review of the concession contract.

Edi Rama amnestied Ilir Beqje for the second time in 4 months. Four months ago, the judge asked SPAK to investigate Ilir Beqe, whom he had not included in the investigation. SPAK announced last Saturday the establishment of security measures for Ilir Beqjen on the charge of "abuse of duty". SPAK made the second trick in four months against Rama and in favor of Beqje, accusing the former minister of not revealing the conflict of interest between Rrapaj and Rjepaj (they had been classmates), as well as not having recorded the cost of added.
So, according to SPAK, Rjepaj and Rrapaj were the ones who would have to declare in writing the connections between them, and with Ilir Beqaj, and should also exclude themselves from the PPP process. With this proportion of the accusation, Edi Rama is once again defending Ilir Beqaj.
Today we want to remind SPAK of the role that Ilir Beqaj had in the Sterilization concession.
KLSH has concluded in relation to the Sterilization concession: it has resulted that, for the surgical interventions performed during 2022, in the three types of hospitals, university, regional and municipal, there is the use of different sets for the same surgical typology, in 15,339 cases in University Hospitals; in 8,708 cases in Regional Hospitals and in 55 cases in Municipal Hospitals. The high level of deviations, where different levels of set complexity are used for the same surgical typology, where in university hospitals it reaches up to 52% of cases, in regional hospitals up to 48.5% of cases, against the total number of interventions, reflects the deficiencies in the inclusion of surgeries according to typology, referring to the level of sets, but also of the content with medical instruments of the sets referring to the level of complexity, which is also associated with the increase in the costs of this service and therefore the budget support for continuity.
Ka rezultuar se për tre kontrata vlera e financimit vjetor, si dhe parashikimet e financimit të tyre në PBA 2022-2024, janë përtej mbështetjes buxhetore të parashikuar për zbatimin e tyre.
Rekomandimi:
të rishikohet Kontrata – përfshirjen e kirurgjive sipas tipologjisë, referuar nivelit të seteve;
– numrin dhe llojin e instrumenteve dhe pajisjeve mjekësore që duhet të përmbajë një set, duke rritur gamën e tyre me qëllim minimizimin e kostove të këtij shërbimi,

Përcaktimi i mënyrës së pagesës sipas faturës së lëshuar nga koncesionari me TVSH, është në shkelje të Ligjit nr. 7928, datë 27.04.1995 “Për tatimin mbi vlerën e shtuar” (i shfuqizuar), neni 25/11 “Barnat dhe shërbimi shëndetësor”.
Sa më sipër, angazhimi i fondeve buxhetore për likuidim TVSH-je, në masën 20 % të tyre, apo në shumën 417,175 mijë lekë, ka sjellë që përdorimi i këtyre fondeve të mos shkojë në destinacionin e përcaktuar, që është ofrimi i shërbimeve mjekësore. Për rrjedhojë nëse TVSH e paguar për sterilizimin në vitin 2022, do të përdorej në destinacionin e duhur do të ishin kryer edhe 12,705 ndërhyrje kirurgjikale të kompleksitetit të mesëm më shumë.
Rekomandimi: MSHMS, në bashkëpunim me Strukturat drejtuese të Fondit të Sigurimit të Kujdesit Shëndetësor, të marrin masa për kthimin në ligjshmëri dhe ndërprerjen e pagesave të TVSH-së, për këto shërbime të përjashtuara nga ky lloj tatimi, si dhe përdorimin e fondeve me efektivitet, në destinacionin e duhur, që është ofrimi i shërbimit
KLSH bën përgjegjëse ministren e Shëndetësisë Manastirlliu, drejtorin e FSKDSH dhe nënpunësit e përfshirë në kontrollin dhe monitorimin e koncesioneve.
Por SPAK ka vendosur që të shpëtojë Ilir Beqen pas urdhërit të Ramës, edhe pse sterilizimi ka lënë pacientët pa ndërhyrje. Askush ende nuk i di kostot e larta, jo vetëm financiare, por më së shumti humane. Sepse jeta e shqiptarëve nuk vlen për Edi Ramën.
Rasti i koncesionit të sterilizimit nuk është i vetmi rast kur SPAK sillet si vartës i qeverisë. Deri tani SPAK-u nuk ka treguar integritetin e duhur në hetimet me politikanë dhe miq të afërm të Edi Ramës. Dhe ky është një lajm i keq për çdo shqiptar që pret të marrë fund pandëshkueshmëria e ministrave dhe e kryeministrit.
Drejtësia nuk mund të bëhet e parcelizuar. Përpara ligjit duhet të jenë të gjithë të barabartë. Edi Rama, Ilir Beqaj, Ogerta Manastirlliu, nuk mund dhe nuk duhet të jenë më të barabartë se vartësit e tyre, që kanë vjedhur dhe abuzuar me pushtetin.

There is no greater tyranny for a country than that which acts under the shield of law and in the name of justice!
The deputies of the DP parliamentary group are determined not to allow the violation of the Constitution and the rights of the opposition in the parliament! They are determined to be transparent about any abuse that has brought high costs to the health and lives of citizens.
