Montenegro has marked an important step on its path towards the European Union, entering an advanced stage of the accession process. Meanwhile, this development comes at a time when Albania has stalled in obtaining the IBAR “card” and membership seems far away.

While Prime Minister Edi Rama tells us 'jokes about the EU' and makes propaganda saying that we are very close to Integration into the Union, the truth is quite different. The opening of the IBAR report for our country has been stalled for months and some countries have "slammed the door" in our face.

Meanwhile, Albania's neighbor, Montenegro, has entered the final phase of its membership in the European Union. This parallelism shows that this country has achieved concrete results, while Rama continues to refuse to accept failure and put on a 'show'.

This is a huge blow to Edi Rama, because every time he is asked about the blockade, he sells it as the desire of member states to block us and not as the fact that we are very far from positive achievements in the process.

Ambassadors of the Union's member states approved today the creation of a working group that will prepare the accession agreement for Montenegro.

The decision was taken in Brussels by the Committee of Permanent Representatives (COREPER), while the news was confirmed by the Cypriot Presidency of the Council of the EU.

“Today, the ambassadors of the Permanent Representatives Committee (COREPER) approved the establishment of an ad hoc working group for the preparation of the Accession Agreement of Montenegro. The Cypriot Presidency has worked hard to ensure that this group is set up as soon as possible, especially given the long technical work that needs to be completed before the concrete drafting of the agreement can begin. We are convinced that this will send a clear message that membership is within reach for the enlargement partner countries,” said a spokesperson for the Cypriot Presidency.

According to official statements, this group will deal with the technical and legal preparation of the accession treaty, a necessary step before finalizing the process.

Montenegro's Minister of European Affairs, Maida Gorčević, has described this development as a historic moment.

"This is the final stage towards full EU membership ," she said, adding that the goal remains for Montenegro to become the 28th member of the union by 2028.

On the other hand, Enlargement Commissioner Marta Kos has warned that the Montenegro agreement will include new security mechanisms, reflecting a more cautious EU approach to enlargement.

"Safeguard clauses are nothing new, but this will be new. And this is now linked to the policy reviews before enlargement. The EU must prepare institutionally, politically and financially,"  Kos said.

The new working group will coordinate the final details of the treaty, including transitional periods and safeguard mechanisms, to ensure the country's gradual integration into EU structures.

However, the process is not yet complete. The final agreement can only be finalized after Montenegro closes all negotiation chapters and fully aligns its legislation with that of the EU. So far, Podgorica has closed 14 out of 33 negotiation chapters.

This is expected to be the first enlargement treaty in more than a decade, making it a potential model for other countries in the region aiming for membership in the European Union./ Pamphlet
