The former deputy of the DP, Belind Kelliçi, has denounced another scheme in which, according to him, the former director of the Tirana Waterworks, Redi Molla, was arrested by order of SPAK for corruption in tenders with the firm 5D Konstruksion.
According to him, the subordinates of Redi Molla, who were part of the Bid Evaluation Commission, turned out to be the owners of a company, which is a shareholder in a hotel built in Dhërmi.
"Today I will focus on an investment that this individual has made in Dhërmi, in co-ownership with Fatos Malaj, the brother of the Mayor of Mat, Agron Malaj.
In 2022, these two citizens register the company 'La Brisa' in the CCA and invest in the construction of a hotel with the same name in Dhërmi, in the amount of 1.5 million euros.
During the analysis of the financial data by our group of experts, it turns out that: This company owes an amount of 630 thousand euros to a subcontractor named ABG Construction.
During the analysis at the KKB, it turns out that this entity was purchased in 2021 by the citizen Durim Mustafa, according to the contract signed in Lushnje.
The data check shows that the citizen Durim Mustafa worked in 2021 as Director of Directorate at UKT sh.a. under the authority of Redi Molla.
According to the investigation file for the 5D company, made public yesterday, Durim Mustafa turns out to be an integral part of the Bid Evaluation Commission in at least 3 corrupt tendering procedures in favor of the 5D entity.
After being used by his boss Redi Molla for these fictitious procedures, after being used as subcontractors to hide corruption money in the La Brisa hotel, the directors of Veliaj could not be satisfied with that, since in August 2023, after the theft of of the local elections of May 14, the subject ABG Construction, owned by Redi Molla's subsidiary, wins a tender worth 3.1 million euros, to build and repair water pipes in several villages in the Burrel area.
Of course, this was not a random tender, since the direct decision-making in this procedure is the Mayor of Mat, Agron Malaj, the brother of the partner of Redi Molla and Elvin Tivar.
We call on SPAK to delve into the investigation of this structured criminal group, to investigate the hotels built in Dhërmi, the 5-star hotel of Lali Eri in the center of Durrës, as there will be connections at high political levels, starting from the de facto owner of the Tirana Incinerator and the hotel in Durrës Erion Veliaj and up to the Council of Ministers", said Kelliçi today.
While according to the democrat, the only solution is the creation of a technical government.
