The appointment of the director of the National Bureau of Investigation has been deliberately blocked by Mirela Bogdani and the SPAK dome. The file of candidate Joni Keta has been in the KLP for a week, but the procedure has not been put on the agenda, violating the legal deadline and public promises. The delay is related to the political bargaining for the selection of the new head of SPAK and the aim of placing the BKH under the full control of the clans that influence justice. The BKH is being kept without a leader for interests that evade the law and undermine the only independent investigative structure in the country.

After three months of leaving the leadership of the National Bureau of Investigation with the deputy director, due to the backroom work of SPAK leaders with connections in the political and oligarchic dome, Altin Dumani reached an agreement with the clans and submitted the candidate's name to the High Prosecutorial Council for a vote.

On November 26, the day the candidate's name was selected and submitted to the KLP, chair Mirela Bogdani declared that the file was complete and that the new director of the National Bureau of Investigation would be appointed on December 2, 2025.

But on December 2, Mirela Bogdani did not put the appointment of candidate Joni Keta on the agenda, lying publicly again and without providing any explanation as to why she did not appoint the head of the National Bureau of Investigation.

During the three-month delay, it was justified by the fact that the SPAK evaluation committee had not conducted the physical testing, polygraph test, verification of the candidates' image and assets, and that it had not yet submitted the name selected for director.

SPAK submitted the name of the candidate on November 26th and now the KLP has the obligation to decide. But the chairwoman Mirela Bogdani did not implement the official deadline of December 2nd for the appointment of the BKH director and has not set any new deadline.

Mirela Bogdani told the first lie during her annual report to parliament, when she stated that the selection and appointment of the BKH director would be completed by November 10, 2025. But November passed and December began, while the KLP chairwoman is not appointing the BKH director, although she has had the candidate's file on her desk for a week, leaving the investigation structure without a legal leader.

According to the law on the functioning of the Special Prosecution Office, the new director of the BKH should have been appointed on August 25, 2025 and had taken office on September 1. But in addition to the backstage inside the SPAK dome and the bargaining with the political dome, the process was delayed until November 26. Now it is being dragged out for no reason by the head of the KLP, Mirela Bogdani.

A few days ago, "Pamfleti" warned of a scenario between the SPAK-KLP-politics trio, where the director of the National Bureau of Investigation would be appointed in parallel with the new head of SPAK, or only after he is elected. Both appointments are controlled by the KLP./ Pamphlet
