DP MP, Jorida Tabaku, in the Laws Committee during the debate on the draft law on Electronic Governance presented her objections regarding the functioning of the National Agency for Information and Communication Technologies (ANASHI) and the proposed changes in the management of digital infrastructure.

Tabaku stressed that, despite investigations and accusations about tenders in the field of technology, a full and independent audit has not been conducted on the use of public funds. She called for transparency about the funds administered by the agency over the years.

"Those 500 million euro tenders that AKSHI was awarding, which until yesterday, as SPAK says, were awarded by a structured criminal group," Tabaku declared to the commission.

The MP questioned the lack of in-depth financial, technical and security oversight in an institution that, according to her, faces allegations of abuse and criminal connections. She argued that any reform should be preceded by a clear verification process.

Following the discussion, Tabaku opposed the transfer of critical digital infrastructure, including state databases and systems, to a joint stock company with private involvement.

"Who will take care of national security? Who will take care of the data of Albanians that does not come out?",  asked Tabaku.

She added that in European Union countries, critical digital infrastructure is managed by the state due to the sensitivity of the data and the impact on national security. According to her, the transfer to a hybrid structure, without clear guarantees and without consultation with the authorities responsible for data protection, creates a problematic precedent.

In conclusion, Tabaku linked the draft law to the way the Assembly functions.

"Laws that have turned parliament into a notary," she emphasized, adding that this initiative constitutes another step towards the institutionalization of impunity.
