The Conference of Chairmen of Parliamentary Groups and Committees is involved in debates in today's meeting that precedes the plenary session.
The reason was the statement made by democrat Gazment Bardhi, who demanded this Monday the dismissal of Niko Peleshi as Speaker of the Parliament.
DEBATE
Gazment Bardhi: I would like to bring to your attention that you have an obligation to convene the Legislative Council regarding the DP's request to dismiss the Speaker of the Assembly. The summoning of the Council is an obligation that you must respect.
- We have also brought a request for a repeat of the September 12 session. We have reasoned that passing it without debate is in violation of the Constitution and the Rules of Procedure. You should include that request.
- Issue 3. We have submitted a request for a Motion with Debate on the government program for the next 4 years. Based on the Regulation, this motion with debate should have been included in this meeting of the Conference of Speakers. Today is the 3rd day of the deadline as provided for in the Regulation and so far we have not received any notification for another meeting.
I find it inappropriate and in violation of the Regulation the provision that different issues or reports of Constitutional institutions be passed to two committees. This is inappropriate, as it cannot be reported to two committees. It makes no sense, for example, for the Prosecutor General to report to two committees and then to the Assembly. It is inappropriate to have a double report on an issue or an institution. You have made changes to several articles of the Regulation, but you have forgotten the article that regulates this issue.
Jorida Tabaku: The report of the Commissioner for Personal Data Protection is not known, it should be passed to the Laws Committee. The committee responsible for these issues is the new committee, the one for Human Rights. There cannot be main committees and second-rate committees. You are violating the basis of the Regulation that you yourself have amended and approved.
Agron Gjekmarkaj: Despite coming from farcical elections, the Assembly has elected a speaker and it is not necessary to elect another speaker to control the speaker. I did not want to talk, but Balla, like a letter, has created his own truth, talking about achievements. In fact, a State Department report came out yesterday. The Assembly must create space to talk about the fundamental issues that were raised in that report. Crime, corruption, a dark reality. But you are running away from the truth by creating a false reality. You also ran away from the responsibility to speak about your government because you are afraid of transparency.
