Edi Rama immediately signed the decision to dismiss the mayor of Tirana, as soon as the municipal council, with joint votes, drafted the request. But, prepared for the counter-movement that would come from Erion Veliaj's appeal to the Constitutional Court, Rama is reported to have become anxious, as this document is still missing.
The network of informants that Rama has spread everywhere has brought him signals of a strong movement, raised by Veliaj's people, which he considers fatal. The movement, according to sources, has been quietly planned and is expected to explode next week: the "Urban Renaissance 2.0" action.
In reality, this action is the massive demolition of dozens of bars and restaurants, which have been a source of livelihood for hundreds of families: owners, employees, landlords. Rama started this "matrapik" politically in Tirana, blaming Veliaj for allowing the constructions, while he himself uses this as a weapon to attack him.
A large portion of the injured parties have hired lawyers and are expected to appeal the demolition decisions to the Constitutional Court and administrative courts, seeking damages. There are signs that the case could go all the way to Strasbourg, where the European court is likely to rule in favor of the citizens and force the government to return millions of euros.
Demolitions, which Rama sees as a political "trump card", have become a nightmare for him. Recent polls show a drastic drop in his popularity, especially in Tirana. This is precisely what prompted him to call for early elections in the capital, with the aim of preventing the abyss that is opening up for him. There are rumors that a bargain has even been discussed with Berisha to hold the elections as soon as possible.
But everything could go to waste, as soon as Veliaj publishes his truth about permits for bar and restaurant spaces and his opposition to arbitrary demolitions. He has already started his campaign: people close to him are turning the debate about demolitions into a cause against Rama, calling them not only arbitrary, but also with economic, social and political consequences.
Rama knows that his downfall will begin when dissenting voices within the majority erupt. That is why he took the first step against Veliaj. But every move has its own reaction, and often the second one is stronger and more dangerous. For Veliaj, this is a life-or-death struggle, and he has nothing left to lose./ Pamphlet
