Former Minister of Finance, Arben Malaj, stated that high political levels exert pressure on the public administration and then replace civil servants with people willing to sign illegal decisions.
Malaj said that the country faces horizontal corruption and state capture, linking this phenomenon to the combination of politics with criminal and economic interests. He also referred to the latest report by Transparency International, which highlights a worsening perception of corruption.
According to him, officials refuse to sign documents when they conflict with the law. Malaj emphasized that an official can only implement an order if he receives it in writing, considering this as a mandatory administrative procedure.
He added on “Off the Record” that the pressure on the administration creates a platform for replacing employees with politically connected individuals who agree to sign without objection. Finally, Malaj called for changes that guarantee equality before the law and avoid, in his opinion, the creation of special protections for certain segments of power.
Arben Malaj: I have raised concerns from the beginning that we have horizontal corruption, we have state capture when crime merges with power, when criminals do politics and politicians do business. Even the latest report by Transparency International speaks of a deterioration in the level of corruption. Even those who say that "a little corruption is needed because the economy is not progressing, that people in ministries are scared and do not sign for tenders", I tell them that they do not sign because what is being asked of them is illegal.
So, the high political levels put pressure on employees by taking away their livelihood, and then they get patrons who sign everything. Corruption and state capture is cancerous in our social and economic life. We need full awareness. Either we make constitutional changes so that the law is equal for everyone, no immunity; or we will create islands with specific protection and then the state will rot.
