When Edi Rama imposed on the socialists of Saranda, as a candidate the hotelier Oltion Çaçi from Tepelena and residing in Durrës; "Pamphlet" warned that the City Hall would be usurped by the drug and construction mafia, where Gaz Demi and Olsi Rama belong, while Mayor Çaçi would sign their bargains.
One year after the elections of May 14, 2023, it turns out that the Municipality of Saranda has fallen into the hands of Gaz Demi, the bazaar of millions of euros in wealth with Edi Rama, but filed by the Albanian and regional anti-mafia as the "star" of traffic, while "de-facto" partner with Olsi Rama for 10 years.
Now, Gaz Demi has usurped the Municipality of Saranda, through his family members in that area; to whom, the mayor, Oltion Çaçi, has given the key positions where decisions are drawn up, contracts, building permits are given, land and beaches on the coast and the preferential tourist areas of Saranda are allocated.
- Eljana Demi (February), daughter-in-law of Eri Demi, family member of Gaz Demi, has been appointed Chief of Cabinet of the Mayor of Saranda, Oltion Çaçi, who prepares and presents every decision; creates and maintains connections with builders and realtors and informs "uncle" Gazi about everything that happens in the Municipality.
Before being appointed head of the Cabinet, Eljana Demi was the head of the Labor Office, while her husband Eri Demi, known as "Eri Çami", in addition to managing Gaz Demi's businesses and markets, performed the role of land realtor, appointments and tenders of the Municipality- Saranda and the Bazaars of the Construction Inspectorate.
- Gerald Thoma has been appointed Director of Territorial Planning, where areas and construction permits are approved, housing constructions, control of the legality of constructions, rental contracts for beaches, land, temporary markets, land and forests.
This is the son of Aida Demi's sister, Gaz Demi's relative; former lawyer at the Municipality of Saranda; administrator of "Demi" hotel in Saranda; for two years-director of Cadastre-Saranda until January 14, 2024, when she was fired after the investigation by SPAK was launched, for falsification of files.

- Zenel Bajrami, a family member of Gaz Demi, has been appointed Director of Urban Planning in the Municipality of Saranda; who, in addition to designing and creating new construction areas for the Gaz Demi, Olsi Rama and Artan Dulaku group; in cooperation with the Director of Territorial Planning, Gerald Thomanip of Gaz Demit and the mayor Oltion Çaçi, they are selling state land in the "K-10 Sarandë" tourist area.
