
Democrats have also thought about the details, in case of disagreements that may arise as a result of clashes, whether ideological or on other issues.
Although in the May 11 elections it failed to obtain more than 50 parliamentary mandates through what was christened the "Greater Albania Alliance" coalition, the opposition led by Sali Berisha has counted on 3 parliamentary groups. The largest and most real group is that of the Democratic Party, while the other two groups will be created by borrowing deputies and regrouping those who, despite being on the coalition list, belong to small parties.
With the exception of Ilir Meta's PL, which had 4 candidates on the safe lists, producing 4 mandates, Mediu's PR, Agron Duka's PAA, Vangjel Dula's PBDNJ, and Shpëtim Idrizi's PDIU have a representation of only 1 MP.
This means that in order to create two other parliamentary groups, in addition to the DP's, which has 42 MPs, Berisha's Democrats must borrow a minimum of 6 MPs, 3 for each group, giving the opportunity to Meta's PL and the other group, which are a mix of names and acronyms.
The Meta PL has 4 deputies in the new Parliament: Tedi Blushi, Brunilda Haxhiu, Erisa Xhixho and Edmond Haxhinasto.
Meanwhile, the other grouping, the one that includes 4 party logos, is represented by Mesila Doda (PDIU), Vangjel Dule (PBDNJ), Artan Luku (PAA) and Fatmir Mediu (PR).
Under these conditions, the DP will borrow 3 names for each group. Sources within the DP have learned that the names that could be borrowed are Ramadan Likaj and Kliti Hoti, MPs from the Shkodra District, Zija Ismaili from the Berat District, Klodiana Çapja from the Elbasan District, Manjola Luku and Arjan Ndoja from the Durrës District, as well as Fidel Kreka from the Korça District, Kastriot Piroli from the Lezha District or even Besart Xhaferi from the Tirana District. The list contains more names than the number of loans, but it seems that this is a precautionary measure by the Democrats to be prepared for any scenario that could hinder the formalization of the other two parliamentary groups.
These names, according to the Democrats, that are expected to be 'donated' to Meta's PL and the 'mix' grouping will be formally their members, as they remain part of the DP. And it seems that the Democrats have also thought about the details, in case of disagreements that may arise as a result of clashes, whether ideological or on other issues. In this context, it seems that it was thought that if Doda of the PDIU and Dule of the PBDNJ will not be in a grouping, then the latter can join Meta's PL grouping, bringing the number to 5, which means that the Democrats can borrow only two names. While the 'mix' grouping in this case will be borrowed 4 names.
What does the Assembly's Rules of Procedure provide?
A parliamentary group is formed by no less than 7 deputies. Each deputy may be a member of only one parliamentary group.
When the number of deputies of a parliamentary group falls below the number provided for in point 6 of this article, the group ceases to exist.
Every MP has the right to leave the parliamentary group. The MP shall submit a written statement to the leadership of the parliamentary group from which he/she leaves and to the President of the Assembly, who shall notify the same at the first session. A MP who leaves a parliamentary group may join a parliamentary group only after six months from the date of leaving.
The chairman of the parliamentary group, within one week of the formation of the group, submits a written declaration to the President of the Assembly on the political positioning of the parliamentary group “for” or “against” the governing political entity/coalition.
If the political position of a political entity changes during the legislature, the change is documented by a new declaration. The President of the Assembly announces at the first plenary session any declaration regarding the political position.
Each parliamentary group, at its first meeting, elects its leadership. The leadership of the group consists of the chairman, the deputy chairman, the secretary and/or the spokesperson. In the absence of the chairman of the group, he is represented by the deputy chairman.
The Speaker of the Assembly shall be informed of the election of the presidency, as well as of any subsequent changes in the composition of the parliamentary groups or their presidency.
The President of the Assembly holds a meeting with the chairmen of the parliamentary groups in order to determine the seats of the parliamentary groups in the Assembly hall. The seats of the deputies of each parliamentary group are determined by the chairmen of each group.
Parliamentary groups adopt their internal rules of organization.
Parliamentary groups are provided with the working facilities and equipment necessary for their functioning.
Each parliamentary group is provided with political support staff in proportion to the size of the parliamentary group, according to the number and position determined by decision of the Bureau of the Assembly /Pamphlet /
