The US Congress has published a document on the Western Balkans, considering the region essential for the peace and stability of the European continent.
According to the document titled "The Western Balkans Democracy and Prosperity Act," the US strategic interest is to promote economic growth and democratic development in the region.
Reforms undertaken in recent years, the document states, have brought progress in the Western Balkans, especially in strengthening institutions and supporting young people.
The Congress document highlights poverty and unemployment, which are considered higher compared to European Union countries. The Congress assesses that the emigration of young people is negatively affecting the demographic structure and has led to a decline in the population in all seven Western Balkan countries.
The US Congress notes that corruption continues to be widespread in the region and has also involved senior political leaders.
"Corruption, including among key political leaders, continues to plague the Western Balkans and represents one of the greatest obstacles to further economic and political development in the region," the document states, noting that corruption is particularly prevalent in autocratic or conflict environments.
The report also highlights that disinformation undermines the credibility of institutions and the integrity of electoral processes. The vulnerability of information technology increases security risks, so securing cyber networks is considered by the US Congress as an important national security priority.
In geopolitical terms, the US notes that the Western Balkans' dependence on Russian energy resources hinders aspirations for integration into the European Union. Reducing this dependence is in the US strategic interest. The report also highlights that China's influence in the region is seen as negative for democracy and the European integration process.

(1) The countries of the Western Balkans (the Republic of Albania, Bosnia and Herzegovina, the Republic of Croatia, the Republic of Kosovo, Montenegro, the Republic of North Macedonia and the Republic of Serbia) form a pluralistic and multiethnic region at the heart of Europe, which is critical for the peace, stability and prosperity of that continent.
(2) Continued peace, stability and prosperity in the Western Balkans are directly linked to the opportunities for democratic and economic progress available to the citizens and residents of these 7 countries.
(3) It is in the mutual interest of the United States and the 7 Western Balkan countries to promote sustainable economic growth and development in the region.
(4) Reformat dhe integrimi me Bashkimin Evropian të ndjekura nga vendet në Ballkanin Perëndimor kanë çuar në përparim të konsiderueshëm demokratik dhe ekonomik në rajon.
(5) Pavarësisht progresit ekonomik, shkalla e varfërisë dhe papunësisë në Ballkanin Perëndimor mbetet më e lartë se në vendet fqinje të Bashkimit Evropian.

(17) Reducing the Western Balkans' dependence on Russian natural gas and fossil fuel supplies is in the national interest of the United States.
(18) China's growing influence in the Western Balkans could also have a detrimental impact on strategic competition, democracy, and economic integration with Europe.
