But on Wednesday, an event happened that broke this rule.

A statement that was almost not analyzed by the media, which were more concerned with the issue of the security of the head of SPAK, Altin Dumani.
Basically, Balla's statement was unusual, since in a way he took power from the prime minister who makes the configuration of the government.
