It had not happened before, at least in the cases when changes in the government were announced, that someone would dictate to Edi Rama his position in the government.
There have been cases in the past when the Prime Minister has appointed ministers without even talking to them beforehand. As Elisa Spiropali stated a few years ago, she was appointed without knowing it, she heard the news in the media. In an interview with Fevziu, Rama himself called this method normal, since according to him the government is not a restaurant and ministers cannot refuse.
But on Wednesday, an event happened that broke this rule.
"In December, I will influence that there is another salary increase for the police", said Balla, making it known indirectly that he will not move from the recomposition of the cabinet.
A statement that was almost not analyzed by the media, which were more concerned with the issue of the security of the head of SPAK, Altin Dumani.
Basically, Balla's statement was unusual, since in a way he took power from the prime minister who makes the configuration of the government.
How is it possible for Balla to make this statement, quite unusual for Edi Rama's ministers?
Did Balla give this statement without consulting Edi Rama?
It is unlikely that such a thing will happen, as it would be known from the way the media comment or move around the prime minister.
Then why did Balla appear only at the press conference after the government meeting?
The message was made clear; while the other ministers have not come out, or have been notified that they may not be confirmed and did not want to be more decorous, or have been given the order to do so.
The goal was to spread the message to the groups that support Taulant Balla, that he will continue to be the Minister of the Interior.
This is because recently there has been a lot of pressure from the powerful who have sponsored the former head of the group to take the most important government post.
Especially after the word that has circulated about the list of 10 'Non Grata' from Great Britain that exist within the majority parliamentary group. There is still a lot of speculation about the names, but as we learn at the beginning of next week, maybe before the meeting of the SP Assembly, they will be made public by the British diplomats in Tirana.
Could it happen that Rama confirms people in the government, even though they are blacklisted by the USA and Great Britain?
If this will happen, then it will be known on Tuesday, when the prime minister is scheduled to travel to the USA.
