The IPARD program funds for Albania remain blocked since July 2023. This situation has negatively affected Albanian agriculture, leaving farmers without important support for modernization and integration into the European market. In this regard, the Minister of Finance, Petrit Malaj, stated that by the end of this year, IPARD 3 funds could be opened.
"The government has just submitted to the European Commission the package for IPARD 3, a package that has already been presented there. We await the suggestions they may have. There will also be a group, I believe from the European Commission, who will come and make an assessment of all the structures that will deal with the management of these funds. We are confident that by the end of this year, IPARD 3 will be opened ," the minister said in the "Terminal" studio, on A2CNN.
We recall that the main reason for the suspension was the discovery by OLAF of serious abuses with IPARD II funds. As a preventive measure to protect the EU budget, the European Commission stopped reimbursements for IPARD II and also suspended IPARD III, around 112–146 million euros planned for rural development, while former Minister of Agriculture Frida Krifca is under investigation by SPAK and OLAF for abuses with these funds.
The blockage continues because the Albanian government has not yet taken the required corrective measures to guarantee sound financial management, transparency and the fight against corruption. SPAK's investigations are ongoing, but Brussels stresses that there is no set deadline for unblocking until full trust is restored.
