The Special Prosecutor's Office has expanded investigations into abuses of funds granted by the European Union for agriculture in Albania during the years 2014-2020, which have become the subject of investigations by the European Anti-Fraud Office (OLAF). The delegation of the European Union in Tirana announced a few weeks ago that, as a preventive measure, it has decided to freeze funds for the implementation of the IPARD II program. The main person in danger of going to prison is Frida Krifca, who at that time held the position of director of AZHBR, an institution that had EU funds that went to the heads of the authorities. But Krifca is not the only one in the red circle. SPAK's investigations have been stretched to the root.
The "BESA" fund and Niko Peleshi, who held the post of Minister of Agriculture at that time, were entered into the scanner. Sources inform that the head of the BESA fund, Bajram Muçaj, has been questioned by SPAK. But what connects this fund and Pelesi with the abuses of EU funds? In 2018, the Minister of Agriculture and Rural Development Niko Peleshi signed in the premises of the Ministry of Agriculture and Rural Development, the "Cooperation Agreement" to facilitate the loan of all applicants, for the winner from the IPARD II program. At that time, Peleshi said that the IPARD II program is the biggest challenge facing Albanian agriculture, and the difficulty lies in absorbing the funds of this program, which requires human capacities and financing tools.
Abuses of EU funds
So in SPAK's investigations, they are the main links that made connections with the distribution of EU funds. It is suspected that they accepted bribes in different forms and shared them with each other in order to gain wealth illegally. They benefited from the illegal money by applying for subsidies, or by enabling the application in an illegal manner. The "BESA" fund, since its establishment, has often been accompanied by scandals. Even there in 2019 there were arrests after the extortion they did with 3.7 million euros. It was the leaders of this foundation who, after receiving information about this fraud scheme, filed a criminal complaint with the prosecutor's office. They said that part of the staff of a subsidiary in the capital had given fictitious loans, with the aim of profiting, as well as they had received large sums of currency from different people with interest. Immediately after receiving the report, the prosecution started investigations. Sources from the investigative group announced at the time that the seized documents were found to have many violations. The director of one of the branches of the Foundation's subsidiary ended up in handcuffs in blue uniforms as well as several loan officers.
The connections of the "BESA" foundation with politics
Always when it comes to the "BESA" foundation, you find politics inside. Also, if we open the Annual Supervision report of the Bank of Albania for 2007, the Besa Foundation submitted a request to be licensed as a non-bank entity, but did not receive it, while according to the data from the Besa Foundation itself, it carried out lending activity during throughout 2007. According to the foundation's report, the 2007 results for the Besa Fund marked a consolidation and expansion of activity, marking around 9,200 active clients in 2007 and a loan surplus of nearly 37 million dollars. But by operating without a license, this foundation violated Law No. 9662, dated 18.12.2006, "For Banks", operating contrary to articles 6, 54, 90 and 126.

Rruga nga dëshira dhe deri tek përfitimi, kalon së pari, nga qartësimi i idesë, pastaj kthimi i kësaj ideje në projekt, pastaj plotësimi i projektit me gjithë të dhënat që kërkon programi i IPARD-it, aplikimi dhe padyshim, pastaj proçesi i vlerësimit. Është detyra jonë, që të jetë edhe më transparent edhe më i shpejtë, edhe më i mbrojtur nga fenomenet, të cilat nuk kanë munguar në të kaluarën. Unë besoj se kemi bërë hapa të rëndësishëm drejt rritjes së transparencës”, është shprehur ai në atë kohë. Por vetëm transparencë që nuk ka patur, pasi me fondet është bërë një masakër, ku fermerët që përfituan numërohen vetëm me gishtat e dorës. Këtë herë politika nuk ia hedh dot paq të shpëtojë nga abuzimet pasi në lojë janë ndërkombëtarët. Aty ku hyn OLAF, askush nuk ia hedh pa u ndëshkuar.
