This is how I see the division of people into circles, they are powerful people with the ability to spend money. Who spends more money in the campaign? Lobbying is legal corruption in my opinion. If you bombard the electorate with posters, fireworks, you buy it. It is a kind of corruption.

These are mammoths of fan raising, they know how to collect and throw money, how to manage electoral gangs. People see if they will be given any favors with properties, with employment. The only person less corruptible is Gjekmarkaj. He was the only one who blushed and became a poppy, it shows some kind of sincerity.
