Ilir Beqaj is right, the arrest of Ogerta Manastirli is a matter of hours

What did Beqaj mean by the statement, after leaving SPAK? And why is he right in what he says?

Even though Edi Rama has done his best to keep Ilir Beqaj away from prison, the latter does not forgive his friend the prime minister for the fact that in the end, the rope was snapped.

Although immersed head to toe, even though from the sterilization concession scandal, the former minister ended up accounting for the lek he cleans up and down with his own, Beqaj has decided to take some others with him.

The message he sent yesterday was clear and even expected. People close to him have warned that the money stolen from the concessions in health will cut a lot of 'heads' and will probably end up in the Prime Minister, at the head of the head.

But what did Beqaj mean by the statement, after he left SPAK? And why is he right in what he says?

First, it is already known that the sterilization plant, built at QSUT, was never put into operation even though it cost billions. The former minister "must know something about this" because he himself was the one who ignored the request of Ogerta Manastirli, once his subordinate as director of QSUT, to put him to work. So the root is rooted in today's opposition, Ilir Meta and his friends, because that power plant was built in 2011.

The second, as it is known, Ilir Beqaj drafted and managed the concession contracts in health. He had absolute power and Rama was very close to him. But since his empire went too high, Rama replaced him with Manastirliu, who, at least during the first year as minister, did not have any kind of access to the contracts tied by Beqaj.

The latter continued to have power and this explains the abuses by the directors under him, such as the former director of the FSDKSh, Erion Manahasa, who in 2017 (when Manastirliu was appointed minister instead of Beqaj), signed an order where the packaging of equipment worth 140,000 lek was also used for simple interventions, such as for the treatment of light emergencies. Until then, these services were performed with packages worth 3 thousand old lek. Understandably this sent sterilization costs into the stratosphere giving the new minister an ace up her sleeve who realized she could make this "money mine" work for her.

She wasn't as stupid as the former director of FSDKSH by signing papers that lead straight to jail, but first made several multimillion-dollar extra payments, violating Beqaj's contract, and then a contract amendment increasing costs even more. of sterilization.

According to the initial contract made by Beqaj, the level of anticipated interventions was 62,957. In 2018, Manastirliu came out and said that the number of interventions was actually 117,000 pačka that an intervention was also called a finger killed while drinking coffee in the neighborhood bar.

For this reason, using the successor director of FSDKSH, Rudina Degjoni, as a measure not to burn his hands, Manastirliu gave Sani Servis 5 million euros more, allegedly as an excess of operations, regardless of what was written in the sterilization concession contract.

After being warmed by the money earned, Manastirliu issued the next scandalous order, reducing the number of operations in hospitals, supposedly to reduce expenses, but in fact she had entered into talks with the Minister of Finance to amend the contract, thus giving legality of the increase in the level of theft.

This is what happened and as a result in 2020, despite the paralysis of work in hospitals and the postponement of operations due to the pandemic, the total value of the contract for the concession of sterilization of surgical tools in the halls reached 16.5 billion ALL, from 10 billion ALL that was reported in the budget of 2018 for the entire 10-year period when the concession was foreseen.

In conclusion, the value of funding for the sterilization concession increased by 65% over two years. This continued in the following years and these are the feats of Manastirli and not Beqaj.

Not for nothing in the following years of her government, Manastirliu turned into an all-powerful and invincible character, in whom Babloku had complete faith.

Ilir Beqaj also knows this, so it is not surprising with his statements. The message is clear: now that new interceptions have come out and Beqaj has lost hope, he has decided to take some others with him. There are plenty of facts, that's why the former minister will not have a hard time populating the prison where he will go, with friends and comrades./ Pamphlet
