The legal representative of the Democratic Party, Indrit Sefa, has given details why the Rama-Basha "pact" for criminal amnesty failed.
In an interview for "Euronews Albania", he stated that the Democratic Party was in agreement with the first draft of the Criminal Amnesty and had only asked to add a point where the protesters would benefit from the amnesty, but according to him, the draft law suddenly changed.
According to the lawyer, the SP has removed from the draft law the part that talks about the convicts from GJKKO, so that these convicts can benefit from the amnesty.
" We have the initial draft, in article 5 of this draft law, point c, which Mr. Manja has publicly defended, says: Criteria for benefiting from amnesty from the reduction of the sentence. For the prohibited acts, the sentence is reduced by 1 year for men and 1 and a half years for women. In Article 5, point 2 c it says: Persons convicted of criminal charges against whom the Court Against Corruption and Organized Crime have been tried do not benefit from the reduction of the sentence. None of them get a penalty discount. This was the initial draft, filed in parliament. There is also a point of point 6, which has been deleted and the public officials who have not declared their assets.
We were fine with this draft. The Democratic Party has taken a political stance and requested amnesty from prosecution for the protesters, for criminal offenses 150,151.
