The Parliament is discussing the draft law 'On Concessions', which is up for approval this Thursday. Regarding this, the SP MP, Erion Braçe, said from the Parliament's rostrum that a serious problem, which also puts national security at risk, is the transfer of contracts between private entities and the state obtained through public procurement, from the winners themselves to third parties.

" We have very bitter experiences with the transfer of contracts. It is enough to draw attention to the fact that Rinas airport in its original form was managed by a non-profit consortium and that it was handed over to a Chinese concession, and it has to do with national security. Especially in the field of energy related to gas, oil and others, we have not received enough investments in Albania, with the transfer of contracts from American shareholders to Chinese ones ," said Braçe, among other things.

We recall that this draft law provides that no concession will be granted in Albania that comes as an unsolicited offer, the practice of contracts with a symbolic fee of 1 euro is abolished, and it stipulates that the Ministry of Finance will approve in advance each feasibility study and draft contract, re-evaluate transfers, contractual changes, require quarterly monitoring reports, and prepare the annual report of the PPP portfolio.
