The Socialist Party has signaled that it will not accept SPAK's request to lift the immunity of Deputy Prime Minister and Minister of Transport Belinda Balluku.
The Mandates Council meeting has been taking place in the Assembly since 10:00, where there have been numerous debates and requests from the parties. Despite the Constitutional Court upholding Balluk's suspension, a measure previously imposed by the Special Court, SPAK has not given up on its request for an arrest measure.
But the head of the Laws Committee, Ulsi Manja, has stated that the previously requested measure, namely the suspension, is more than sufficient for SPAK to continue its investigations normally.
" The measures taken by SPAK so far for Balluk are sufficient for the investigation ," said Manja.
Meanwhile, the opposition demanded that the Parliament authorize her arrest.
" The deputies in the plenary session of the Assembly of the Republic of Albania vote in favor, for the approval of the request no. 43019Prot., dated 16.12.2025 of the Special Prosecution Office Against Corruption and Organized Crime, deciding: "Granting authorization by the Assembly of the Republic of Albania, for the arrest/deprivation of liberty through the replacement of the security measure from that of "Prohibition of leaving the country" provided for by article 233 of the Code of Criminal Procedure and "Suspension of the exercise of a public duty or service", provided for by article 242 of the Code of Criminal Procedure, to that of prison/house arrest, for Ms. Belinda Balluku", who exercises the functions of deputy, minister and deputy prime minister, within the framework of criminal proceedings no. 136 of 2025, where she has been taken as a defendant and person under investigation ", emphasizes the DP.
Today, SPAK leader Klodin Braho himself went to the Assembly, as the session turned into a judicial scene, where SPAK forgot that the court sets the sentences, claiming that Balluku risks 35 years in prison. After nearly 4 hours of discussions, the meeting ended and now the decision that the Council will make will be awaited.
