The Conference of Speakers has held its first meeting for 2026, while the new parliamentary session begins on Monday afternoon with the plenary session, after the winter recess of the deputies.
At the Conference of Speakers, Taulant Balla, head of the Socialist Party Parliamentary Group, addressing opposition MPs, said that there is no place for calls and promises for revolutions that will not happen.
While expressing the Socialists' willingness to cooperate in the adoption of necessary reforms for Albania, including the new Electoral Code and the Territorial Administrative Division, Basha said that the opposition has no reason to waste time.
"Don't waste time by "laying out the carpet" of an alibi for the next defeat. We are ready to cooperate with you fully to give Albania a new Electoral Code according to the best electoral standards, functional Territorial Administrative Divisions, and everything else."
You must firmly establish in your mind that you cannot block the reforms. We made an agreement in the last session to establish the committees. If you say today to withdraw from the committees, this is a unilateral violation of the agreement. We will be forced to continue working without you.
The Special Commission on Electoral Reform should address the recommendations of the OSCE-ODIHR, where the full depoliticization of the electoral administration is a special priority. This unacceptable approach for an EU member state must end, parties are voted for, parties count.
We also all say to each other left and right, during those endless nights of counting votes, whenever we have elections. And here we must reiterate loudly the need to issue the election results in a shorter time, why not have the counting carried out at the polling stations.
The fact is that whether it's for party election commissions or the delay in releasing election results, time is running out for the 2027 local elections.
The electoral reform regarding the Electoral Code requires at least 84 votes in the Assembly. But we have made public our ambition for a deeper reform which would also include reducing the number of deputies of the Assembly of Albania to at least 100 or 101 deputies.
"I heard Mr. Gjekmarkaj say that the opposition has been denied the right to speak. There is a very significant indicator from the last session. The time of discussions. The opposition has received 48 hours of discussions, the majority together with the Government 40 hours of discussions in the plenary session," said Balla.
